The City of Moxee is inviting Statements of Qualifications from firms interested in providing professional municipal engineering services during the 2023-2025 calendar years.  The City will be selecting a consulting engineering firm for various municipal engineering services for water, sewer, drainage, and street projects, comprehensive plans, municipal planning, traffic studies, capital facilities plans, rate studies, technical reports, cost estimates, environmental reviews, funding applications, surveys, plans, specifications, services during construction and funding administration.  Professional municipal services may include those funded by TIB, STBG, TAP, CMAQ, WSDOT SRTS and Ped/Bike, BRAC, USDA, CERB, CDBG, DWSRF, PWB, SRF/Centennial Clean Water, Ecology, SIED, and federal stimulus funds.  

Statements of Qualifications (SOQ) will be reviewed and placed on file for the 2023, 2024, and 2025 calendar years.  SOQ’s will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project.  The most highly rated firm will be selected for negotiation of a professional services contract.  Interviews may be held at the City’s discretion.  The City may also use the submitted SOQ’s for the selection of a “City Engineer” consultant to provide municipal engineering services on an annual basis.  Selection criteria will include experience in providing municipal engineering services, relevant project experience(s), qualifications of key personnel, familiarity with the City of Moxee and/or experience with municipalities of similar size, experience with state and federal funding programs and regulatory agencies, previous performance on public projects, and references. 

Statements of Qualifications shall be limited to thirty (30) pages excluding a one-page cover letter and front and back covers (if used).  The SOQ shall be submitted electronically in PDF format to Jeff.burkett@co.yakima.wa.us.  Submittals will be accepted by the City of Moxee until 4:00 p.m. on October 28, 2022.  No submittals will be accepted after that date and time.  Questions regarding this solicitation should be directed to Jeff Burkett, City Supervisor, at Jeff.burkett@co.yakima.wa.us or (509) 575-8851. 

The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all consultants that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit SOQs in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
