Legal Notice - Provide Driver’s License Support for Foster Youth

LEGAL NOTICE

ESHB1808 Foster Youth Drivers Licenses and Insurance

The State of Washington, Department of Social and Health Services (DSHS), Children’s Administration (CA) intends to issue a Request for Qualifications & Quotations (RFQQ) is to solicit proposals from qualified bidders who are capable of:

a. Collaborating with the CA Independent Living Program to provide driver’s license support for foster youth ages fifteen (15) through twenty-one (21); including those youth who receive extended foster care services

b. Reimbursing the fees associated with:

(1) Foster youth who obtain a driver’s instruction permit, an intermediate license and standard or enhanced driver’s license, as described in RCW 46.20.

(2) Foster youth who complete a driver’s training education course, if the foster youth is under the age of eighteen (18), as described in RCW 46.82 and/or 28A.220.

(3) Increases to motor vehicle liability insurance costs which have been incurred by foster parents, relative placement or other foster placements; including the addition of foster youth to a family’s motor vehicle liability insurance policy.

This upcoming RFQQ is the result of Engrossed Substitute House Bill (ESHB) 1808. Under this statute, CA is required to award a contract to a private nonprofit organization that agrees to work collaboratively with Independent Living Skills (ILS) providers. The organization will be selected after a competitive application process and will to provide driver’s license support for foster youth; including those youth receiving extended foster care services.

Potential bidders must demonstrate how they meet the minimum qualifications as part of their response in Attachment C, Bidder Response Form.

All Bidders must meet the following minimum qualifications:

Bidders must have:

a. Must provide documentation demonstrating that they are legally organized as a private nonprofit organization.

b. Must provide documentation that the contractor is in good standing with state.

c. Subcontractor must be located in the state of Washington.

d. Three (3) years’ experience working with Community partners linking support services to ILS youth.

The RFQQ will be issued on or about October 13, 2017 and responses will be due on or about November 9, 2017. On the date indicated, DSHS shall post this Solicitation, and all amendments and announcements relating to this Solicitation, on Washington’s Electronic Business Solutions (WEBS). All Bidders must register as a vendor on WEBS, using an appropriate commodities code listed on the front page of this Solicitation, and must download this Solicitation from WEBS. This should be done as soon as possible in order for Bidder to receive notifications automatically generated on WEBS, but no later than the date set forth on Section B.2., Solicitation Schedule for Announcement of the Apparent Successful Bidder(s).
