NOTICE

2018-2019 REQUEST FOR STATEMENTS OF QUALIFICATIONS PROFESSIONAL SERVICES SOLICITATION

The City of Colville is inviting statements of qualifications and performance information from firms interested in providing professional architectural, engineering and land surveying services for the 2018 & 2019 calendar years in conjunction with city sponsored projects. The City’s Capital Facilities Plan, for which engineering services may be sought, includes but is not limited to: Grant Writing; Traffic Studies; Design and/or Construction Engineering for Hawthorne Avenue Reconstruction, 7th Avenue Reconstruction, Design and/or Architectural Engineering for an Emergency Operations Center, and Various Water, Sewer, Storm, Street, Sidewalk or Other Projects as needed. Projects may be funded or partially funded by federal funds including but not limited to STP(R), TAP, or through the Washington State CDBG program with federal funds provided by HUD, as well as state funds including TIB, DWSRF, or other state agencies and local funding.

Responses are due at the City Clerk’s office in Colville City Hall at 170 S. Oak, Colville, WA 99114 by 2 p.m., Tuesday, December 19, 2017. City Hall is open Monday through Friday from 8 a.m. to 5 p.m.

Submittals should include the following information: Firm name, phone/fax numbers and email addresses; Names of Principal-in-charge and Staff. Submittals will be evaluated and ranked based on the following criteria:

1) Key personnel; 2) Firm experience; 3) Ability to meet project schedules; 4) Approach to projects; 5) Past performance/references; 6) Ability to provide M/WBE participation.

The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, code of Federal Regulations, Department of Transportation, Subtitle A., Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23, will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

In accordance with Section 504 and the ADA, the Agency shall not discriminate on the basis of disability in any of its programs, services, or activities. Persons with disabilities may request this information be prepared and supplied in alternate forms by calling 509-684-1489.

Qualification and performance statements will be reviewed, placed on file for the 2018 & 2019 calendar years, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project.

Five (5) copies of the response to this RSQ shall be mailed to, delivered by courier, or presented in person to the City under seal with a concise statement marked on the outside thereof identifying the project to which the submittal pertains. Proposals delivered by facsimile or email will not be accepted.
