Vendors to Provide Alternate Payment Options

SUBJECT: Announcement of Release – RFA #1745-662

The State of Washington, Department of Social and Health Services (DSHS), Economic Services Administration (ESA), Division of Child Support (DCS) intends to issue a Request for Applications (RFA) on or about September 26, 2017.

DSHS/DCS is seeking Vendors to provide alternate payment options for Non-Custodial Parents paying child support. Vendors will collect funds, identify payer account information and electronically transfer funds with payment remittance details to DSHS/DCS.

DCS intends to award multiple contracts for these services on an ongoing basis. Each contract awarded is anticipated to be awarded for an initial term of four (4) years with the option to renew up to two (2) times for two (2) years each time.

All vendors must:

Offer alternate payment options for payers in one or more locations and in one or more payment methods.

Receipt funds from payers, collect necessary identifying and account information from the payer and provide a receipt to the payer at the time of the transaction indicating that a monetary transaction occurred and include specific DSHS/DCS language on the payer receipt.

Electronically transfer 100% of all funds and payment details for delivery into the DSHS/DCS bank account in U.S. Dollars within two (2) business days of Vendor’s receipt of payment; and

Use the NACHA – The Electronic Payments Association, approved specific child support Corporate Credit or Debit plus addenda (CCD+) or Corporate Trade Exchange (CTX) Automated Clearing House (ACH) file format and transfer method

Have a contingency plan and a disaster recovery plan in order to ensure continuation of services.
