ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Murdock Water System Project – Phase 3, Well No. 3 will be received by Dallesport Water District (District) from March 8th, 2017 until 2:00 PM local time on March 29th, 2017 at which time the Bids received will be publicly opened and read. Bids can be mailed to the office of the District or submitted in person on March 29th, 2017 before 2:00 PM at the office of the District, 302 6th Ave Dallesport WA, 98617. The official public bid opening will immediately follow (across the Street) at the Dallesport Community Center 130 6th Ave, Dallesport WA 98617
The Project consists of drilling an approximately 600 foot depth, 10-inch diameter well.

Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents are available electronically at no charge. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $100 per set, payable to “Dallesport Water District”. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Bidding Documents may also be viewed and ordered online by registering with the Daily Journal of Commerce (DJC), Oregon at djcoregon.com. Following registration, complete sets of Bidding Documents may be downloaded from the DJC website as “zipped” portable document format (PDF) files. The DJC of Oregon is not a plan center and does not maintain a plan holders list. Contractors obtaining electronic documents from the DJC are responsible for notifying the Issuing Office that they are a plan holder.
A pre-bid conference will be held at 1 PM local time on March 23rd, 2017 at the Dallesport Community Center, 130 6th Ave. Dallesport, WA. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Each bid shall be accompanied by a certified cashier’s check on a bank that is a member of the Federal Deposit Insurance Corporation payable to the order of the Dallesport Water District, or by a bid bond with corporate surety licensed to do business in the State of Washington in an amount not less than 5% of the amount of the maximum bid amount. Each bid is to be firm and binding for 30 days after the time set for the bid opening.

All work performed on the project will be subject to the higher of prevailing state or federal Davis-Bacon wage rates. This project is funded by federal loans and grants from the U.S. Department of Housing and Urban Development, the Washington State Community Development Block Grant program and USDA Rural Development.
Dallesport Water District in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin, or sex in consideration for an award.
The District reserves the right to reject any and all bids, including without limitation, nonconforming, nonresponsive, unbalanced or conditional bids. The District also reserves the right to waive minor irregularities and errors.
