Sealed bids will be received by the City of Camas, Administrative Services, 616 NE 4th Avenue, Camas, Washington 98607, until 10:00 A.M., on Tuesday, February 28, 2017, and will then and there be publicly read for the construction of the improvement.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the Washington State Department of Transportation (WSDOT) 2016 Standard Specifications for Road, Bridge, and Municipal Construction (standard specifications), the bid proposal deposit shall be forfeited to the City of Camas.

Plans and specifications may be picked up at the Camas Municipal Center, Public Works Department, located at 616 NE 4th Avenue, Camas, Washington 98607. Plans and Specifications will be available for pickup after 2:00 P.M. on Wednesday, February 1, 2017. Plans and specifications may be purchased for $60.00 plus 8.4% Sales Tax. The improvement for which bids will be received follows:
Bid opening on Tuesday, February 28, 2017, at 10:00 A.M. at Camas City Hall located at 616 NE 4th Avenue, Camas, Washington 98607. Sealed bids will be received by the City of Camas Administrative Services (front reception desk), 616 NE 4th Avenue, Camas, Washington 98607, until 10:00 A.M.

Statement of Work:
This contract covers work to be performed on the NW Lacamas Lane Slide, located on the west side of Lacamas Lane (west of the intersection of NW Lacamas Lane and NW Lake Road). The work consists of removing slide material debris, placement of rock embankment (buttress), installing new underdrain system and reconnecting existing underdrain piping to the public storm drainage system, installation of street trees, and erosion control plantings, removal of existing sidewalk and asphalt pavement (storm trenching), installation of new sidewalk, installation of a streetlight, traffic control, and any other related items.

The Contractor is obligated to pay the higher of the two wage rates determined by the Washington State Department of Labor and Industries Prevailing Wages, Rates for Clark County, effective February 28, 2017; Davis Bacon General Decision Number: WA170001 01/13/2017.

This project is partially funded by FEMA through the Washington State Department of Emergency Management.

E-Verify Requirements:
Per City of Camas Ordinance No. 2626, as a condition for the award or renewal of any contract after January 1, 2012, the Contractor shall enroll in the E-Verify program through the United States Department of Homeland Security and thereafter shall provide the City with a copy of the Memorandum of Understanding (issued by Homeland Security), submitted with their bid proposal, affirming their enrollment and participation in the program. The Contractor shall be required to continue their participation in the program throughout the course of their contract with the City. Prime contractors shall require and verify that each of their subcontractors and lower tiered subcontractors are also enrolled and participants in the E-Verify program. This is intended to be used exclusively for employees hired after award and for the duration of the contract with the City of Camas.
