Secure Bicycle Storage Lockers


Clallam Transit System (CTS) is requesting proposals for the procurement of forty (40) bike lockers assembled into four (4) structures that meet the desired attached specifications.

Proposals must include detailed shop drawings, details of materials, fabrication, assembly and framing details, erection drawings, parts list and field installation instructions.

This project is being funded by the Federal Transit Administration (FTA) and all terms and conditions imposed by the Federal Government as a result of this funding are incorporated into this procurement.

Sealed Proposals are due by 3:00 p.m., May 11, 2017. Proposals must be sealed and clearly labeled “CTS RFP 17-01 Bike Lockers” and delivered or mailed to:

CTS reserves the right to modify, delay or delegate the intended procurement. CTS may also reject any or all offers, waive irregularities, or award the contract in whole or in part if deemed to be in its best interest.


Clallam Transit System operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act.

The contractor or subcontractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The contractor shall carry out applicable requirements of 49 CFR part 26 in the award and administration of FTA- assisted contracts. Failure by the contractor to carry out these requirements is a material breach of this contract, which may result in the termination of this contract or other such remedy that CTS deems appropriate.

Secure bicycle storage lockers for a total of forty (40) bikes assembled into four (4) structures as follows:

Two (2) – eight (8) bike units

Two (2) – twelve (12) bike units

Units shall be able to house two bicycles per unit, provide access for two opposing users.

Design must provide for secure storage and protect bikes from weather or viewing.

Each double bike unit shall be expandable to allow for variation of sizes.


Door clear opening dimensions must be a minimum of twenty-six (26) inches wide by forty-six (46) inches high.

Interior storage space shall provide for a tapered compartment with an interior length of no less than seventy-five (75) inches.

Overall maximum height per double unit: fifty (50) inches.

Overall maximum width per double unit: forty-four (44) inches.

Overall maximum length per double unit: eighty (80) inches.

Maximum access door to wall or door to door clearance shall not exceed six (6) feet.


Material shall be of durable design, finish and provide for a longest possible useful life.

Lockers shall be constructed of modular, interchangeable components to allow for ease of installation and parts replacement.

Lockers shall be shipped knock-down (k.d.) for ease of handling and installation.  This also allows for easy site adaptation.

All exposed surfaces and edges shall be smooth, free from burrs, slivers or other unsafe projections.

Finish shall be weatherproof and intended to provide useful life long protection and adhesion.

Ability to disassemble and relocated readily without wear or damage to structure.


Lockers shall include secure hardware withstand high winds or side force.

Lockers must have ability to adjust to level up to four (4) inches.


Locks shall be pop out T-handle with four (4) keys per lock/unit.

Units shall be numbered with matching key numbers and designated starting number start to end by CTS.


  1. Double unit lockers joined together for capacity of eight (8) bicycles.
  2. Double unit lockers joined together for capacity of eight (8) bicycles.
  3. Double unit lockers joined together for capacity of twelve (12) bicycles.
  4. Double unit lockers joined together for capacity of twelve (12) bicycles.

Total of forty (40) double unit lockers.

Four (4) spare ends.

Two (2) spare roofs.

Two (2) spare doors.

Two (2) complete spare lock units with four (4) keys.

Demonstrate all configurations to include stacking, horizontal, vertical, or custom.


Color shall be selected at time of order.


The shelter and components shall carry a one (1) year manufacturer’s warranty against defects in material or workmanship.

Warranties beyond one (1) year may be a consideration as part of the selection process.


The selected vendor shall agree to deliver to the CTS in Port Angeles, Washington, all specific items of equipment and parts within ninety (90) calendar days from the award of the contract for bike lockers.


CTS shall have up to fourteen (14) calendar days to inspect shipment for damaged or missing parts.

Successful vendor shall provide missing or damaged parts with thirty (30) calendar days of delivery date.

Selected vendor must commit to an agreement to guarantee delivery of all goods as described within the final specific procurement.


Selection shall be based upon; design, ease of construction/installation, aesthetics, value, delivery and cost shall be a consideration but proposals are not based solely on lowest cost.
