REQUEST FOR QUALIFICATIONS

ENGINEERING AND SURVEYING SERVICES FOR

LEON DRIVE AND ESTELLA DRIVE WATERLINE REPLACEMENT PROJECT

CDBG 16-62210-024 BC

Basin City Water and Sewer District  is requesting qualified engineers to submit statements of qualification to perform a scope of work that includes but is not limited to surveying of existing conditions, design of the last phase for the realignment and reconstruction of an existing water distribution system in Basin City, environmental assessment and documentation, identify and obtain permit(s) (if any), identify and obtain temporary construction permit(s), provide complete design services including completion of plans, specification, and cost estimate, coordinate with landowners, utilities, local, state, and federal agencies, and have knowledge and experience with the requirements and procedures of HUD’s CDBG federal grants and USDA RD loans. The firm may be considered for subsequent phases for additional work. The firm’s engagement to complete subsequent phases depends upon the firms’s satisfactory performance during the preliminary engineering phase and upon negotiation of a supplement to this agreement. The project budget, including construction, is approximately $895,000, with plans and specifications complete by January 1st, 2018.

One or more firms may be selected for an interview based upon the following criteria categories, weighted as indicated:  qualification of key personnel (4); relevant experience as demonstrated on previous projects (4); previous performance (4); expressed interest in the project (2), previous experience with CDBG funded projects (1), and Washington State Certified Minority Enterprise Participation (1).

Firms desiring consideration shall submit a complete qualification package and any other pertinent data to further assist the selection committee in evaluating the firm’s qualification to: Franklin County Public Works Department, 3416 Stearman Avenue, Pasco, Washington, 99301. Qualification packages should be submitted to arrive no later than 1:30 PM on Monday, May 15th, 2017.  The most highly rated firm will be selected for an interview and negotiation of the professional service contract.

The project is partially funded through the Washington State Community Development Block Grant program with federal funds. As a result, cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of the project.
