Tribal Requirements

Bidder requirements to submit with the bid

·         A cover letter
·         Claim for Indian or minority/disadvantaged preference
·         Washington State or federal certifications where necessary
·         Washington State contractor’s license

·         Three (3) references for work similar to that in this RFP.

·         Three examples of previous similar projects.

·         Successful bidder, within 7 days of you having been notified, will provide:

o  Proof of insurance for the project in the amount of $1,000,000 naming the Samish Indian Nation as a co-insured party.

o  Proof of L&I and Workman’s Comp Insurance

o  A copy of your Bond.

o  The name and contact information of the company’s primary and secondary contact people on the job including titles, cell phones and e-mail numbers.


Scope of Work

The Samish Nation Department of Natural Resources is soliciting closed bid quotes for installation of its Phase 3 Beach Restoration Project.  This project is the third restoration project in the area and covers approximately 500 feet of beach.  The project involves removing existing hard armoring (rip-rap) and importing beach nourishment materials to recreate a natural beach profile with characteristics suitable for forage fish spawning habitat.  This project will follow designs created by Coastal Geologic Services (CGS) who also was involved in the first two phases of the overall project.  Plans and complete project information can be found at http://www.samishtribe.nsn.us/employment/

There will be a mandatory pre-bid walkthrough at 4701 Fidalgo Bay Road, Anacortes, WA. scheduled for 4/21/2017 at 1:00pm  All interested parties are required to attend.

Construction for this project will start on 9/5/2017 and must be completed by 9/16/2017.

Sample “pit-run” nourishment material samples must be submitted and approved by Samish DNR and CGS prior to start of project.

Interested potential contractors will inform the Tribe of interest to participate, in writing by 4/25/2017 to the contact individual listed in the proposal.

All questions are to be in writing to the contact person for the bid.  All questions will be answered and forwarded to all potential contractors interested in the project.

If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work. Any proposals that call for outsourcing or contracting work must include a name and description of the organizations being contracted.

All bids are to be full and final “not to exceed” amounts for completion of the project.
