REQUEST FOR STATEMENT OF QUALIFICATIONS FOR

2020 – 2021 GENERAL PROFESSIONAL ENGINEERING SERVICES

 

Franklin County solicits interest from consultants who wish to be evaluated and considered to provide General Professional Engineering Services during the 2020-2021 calendar years with the option to extend for additional time and money if necessary. The agreement amount will be approximately $0 to $200,000

 

Franklin County reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

 

Project Description

General engineering services may be called upon to provide resources towards local, state, and federally funded projects. While no guarantee of the amount of work is given, the current projects utilizing federal funds are:

  • CRP 605 – Pasco-Kahlotus Reconstruction/Overlay II – STPR-F115(003)
  • CRP 616 – Selph Landing Bridge #906-8.79 – BROS-2011(050)
  • CRP 617 – Coyan Bridge #200-9.93 – BROS-2011(494)
  • CRP 621 – Safety – Countywide Intersection – HSIP-000S(497)
  • CRP 622 – Basin City Alternative Transportation Route Improvement II – TAP-2011(052)
  • Currently unawarded BROS, STBG, and HSIP federal funds from recent call for projects.

 

General professional engineering services will provide the resources needed to assist Franklin County’s staff in delivering projects at various stages of development. Need for consultant resources may vary; some projects may need significant support, while other projects may need minor consultant support. This will include providing design for engineering roads, bridges, or drainage structures at various sites in Franklin County. Services may also include land surveys, traffic analysis, bridge analysis, cultural assessment, environmental assessments, geotechnical services, right-of-way services, unmanned aircraft systems services, construction inspection, and management consultation on construction projects, or to assist with emergency or unusual maintenance projects.

 

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

  1. Key team member’s qualifications
  2. Qualifications/Expertise of Firm
  3. Qualifications of Proposed Project Manager
  4. References/Past Permance

The deadline for this RFQ is 3:30 PM on Tuesday, March 3rd, 2020.

All prospective consultants must be advised that federally funded projects will be held to Federal EEO requirements.
