REQUEST FOR BIDS

2021 PAVEMENT MAINTENANCE

 

SUBMITTAL OF SEALED BIDS:

Notice is hereby given that sealed bids will be received in person by the City Clerk at Tumwater City Hall, 555 Israel Road SW, Tumwater, Washington from 8 a.m. until 10:00 a.m., Wednesday, April 28, 2021, for the 2021 Pavement Maintenance project. Bid proposals will be received only at the office of the City Clerk.  Proposals received after the time fixed for opening will not be considered.

 

BID OPENING:

All bids will be opened and publicly read aloud at 10:00 a.m., Wednesday, April 28, 2021, at Tumwater City Hall, 555 Israel Road SW, Tumwater, Washington, for this request for bids.

 

COVID-19 SPECIAL BIDDING NOTES:

The bid opening will be conducted in accordance with the latest recommendations provided by the Washington State Department of Health. As a minimum, the recommendations at https://www.doh.wa.gov/Portals/1/Documents/1600/coronavirus/PublicGatheringsAndEventsGuidance.pdf will be followed.

 

Do not lick bid envelopes; seal with a moistened towel.  After submitting your bid, return to your vehicle until the bid opening at 10:00 a.m.  Bidders are encouraged to send people not considered to be in “higher-risk groups” by the Washington State Department of Health. People over 60, those who are immune-compromised, and/or those with underlying chronic medical conditions are at higher risk of having serious complications from COVID-19.  Bidders are encouraged to send people that are not sick with a cough, sneezing and/or fever.  Attendees are encouraged to take the following precautions to prevent possible transmission before, during, and after the bid opening:

  • Wash hands often with soap and water or use alcohol-based hand sanitizer.
  • Cough and sneeze into the elbow or into a tissue.
  • Practice social distancing. Stay 6 or more feet away from people.
  • Frequently clean and disinfect surfaces in your home and workplaces.

 

If alternate submittal and/or opening procedures/accommodations than those shown above are needed by any bidder for health or safety reasons, submit a request to Bill Lindauer, Engineering Services Manager, at blindauer@ci.tumwater.wa.us, with the subject line:  2021 Pavement Maintenance Bid Submittal a minimum of 7 calendar days prior to bid opening.

 

DESCRIPTION OF WORK:

This Contract provides for furnishing all labor, materials, services, equipment, and incidentals necessary to complete the project. This contract includes HMA roadway repair, HMA pavement repair, pavement crack sealing, pavement grinding/planning, asphalt reinforcement interlayer, HMA inlay/overlay, cement concrete curb and gutter, cement concrete sidewalk, sidewalk ramps, segment of chain link fence, existing utility casting adjustments, storm culvert replacement, traffic control, pavement markings, project cleanup, and other work at various locations throughout the City, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

 

Cost estimate range: $2,500,000 to $2,800,000

BID DOCUMENTS:

  1. access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of Tumwater". This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Access to project documents is intended for use by bidders (general contractors/prime bidders, subcontractors and suppliers), agency personnel and agency’s consultants, as well as for personal, noncommercial, use by the public. "Harvesting" (downloading, copying, and transmitting ) of any project information and/or project documents for purposes of reselling and/or redistributing information by any other party is not allowed by BXWA.


All bid proposals shall be in accordance with the Instructions to Bidders and all other contract documents which may be obtained through Builders Exchange of Washington.  Any questions regarding work description or the explanation or interpretation of the bid documents must be directed to Bill Lindauer, Engineering Services Manager, in writing at 555 Israel Road SW, Tumwater, WA  98501 or via email at blindauer@ci.tumwater.wa.us, with the subject line:  2021 Pavement Maintenance Bid Submittal a minimum of 48 hours prior to bid opening.

 

RESERVATION OF RIGHTS:

The City of Tumwater reserves the right to reject any or all bids and/or any portion of any bid, and to waive any informalities or irregularities in the bid or in the bidding, and determine which bid or bidder meets the criteria set forth in the bid documents.  The City shall reserve the right to reject single items or combinations of bid items.

 

No bidder may withdraw their proposal after the hour set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding thirty (30) days.

 

NOTICE TO BIDDERS – TITLE VI

The City of Tumwater in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
