Intent To Contract With Sole Source Provider

The Area Agency on Aging & Disabilities of Southwest Washington (AAADSW) intends to contract with Skamania County Senior Services (SCSS) for Aging and Disability Resource Center, and Disease Prevention and Health Promotion services. SCSS has been identified as the single provider of Aging and Disability Resource Center and Disease Prevention, and Health Promotion services in Skamania County, Washington.

The period of performance is January 1, 2019 through December 31, 2019 with three (3) consecutive annual contract renewals possible. Funding for Aging and Disability Resource Center and Disease Prevention and Health Promotion services is currently available through Washington State Senior Citizens Services Act and Older Americans Act. Funding levels for services my change.

Any qualified entity as described below that wishes to submit a pre-qualification application and participate in a proposal process for the above-referenced services may submit a written request for the pre-qualification application no later than 5:00 pm, Friday, August 3, 2018. Requests received after this time will not be accepted. No phone calls please.

A qualified entity must:

  1. Be a verifiable, documented legal entity that is not debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participating in federal contracts by any federal department or agency.
  2. Meet all applicable federal, state and AAADSW requirements for licensing, program delivery, business operations and fiscal management.
  3. Have demonstrated experience providing all aspects of Aging and Disability Resource Center and Disease Prevention and Health Promotion services including but not limited to, targeted outreach, information and referral, client-centered care coordination and service authorization, and program management.
  4. Demonstrate the ability to deliver and manage local Aging and Disability Resource Center and Disease Prevention and Health Promotion services for seniors in Skamania County, Washington.
  5. Have working capital, fiscal and administrative capability sufficient to provide the start-up expenses of Aging and Disability Resource Center and Disease Prevention and Health Promotion services and to support the ongoing operation of these programs. Contractors do not receive reimbursement for allowable expenses for a minimum of 45 days after services are provided.
  6. Provide fiscal and management references who have worked closely with the entity and can verify their ability to manage all aspects of the Senior Information & Assistance and Case Management programs.
