Notice is hereby given that Public Utility District No. 1 of Kitsap County (KPUD) will receive sealed bid proposals for the Bead Fiber Optic Cable Procurement on October 6, 2026 at 1:00 p.m., at the KPUD’s Administrative Offices, located at 1431 Finn Hill Rd, Poulsbo, Washington 98370. Sealed bids will be publicly opened and read aloud shortly thereafter at the Finn Hill Road location. Bids are being asked for the procurement of Bead Fiber Optic Cable in accordance with the contract specifications. This project is (funded/partially funded), by federal award number 53-20-B219N (BEAD NTIA) awarded to Washington State Broad Band Office by the U.S. Department of the Commerce. Small, Minority and Women-owned firms are encouraged to submit bids. Bids shall be made out on the proposal form furnished with the specifications. Each proposal or bid shall be completely sealed in a separate envelope, addressed to KPUD, with the name and address of the bidder and the name of the project plainly indicated on the outside of the envelope. Electronic bids will not be accepted. A 5% bid guarantee is required in the form of certified or cashier’s check, or surety bond. Bidders are advised that if the successful bidder falls to execute and return the contract, performance bond, and furnish a satisfactory insurance certificate within ten (10) calendar days after bid award, the bid deposit shall be forfeited to KPUD, and KPUD reserves the right to award the contract to the next lowest bidder, and each successive bidder, until the conditions of the award are met, at KPUD’s sole discretion. The Contract will be awarded to the qualified bidder submitting the lowest responsive bid. KPUD reserves the right to reject any or all bids and to waive all informalities in the bidding in accordance with the specifications.
