Bid - Fisher's Mill Roofing Phase 1 - Vancouver

INVITATION FOR BIDS

Vancouver Housing Authority (Owner) will receive sealed bids for project# 2019‐322‐1 Fisher’s Mill
Roofing Phase I until 2PM on April 4th, 2019 at Vancouver Housing Authority, 2500 Main Street
Vancouver, WA 98660 at which time and place all bids will be publicly opened and read aloud; any bid
received after this date and time will not be accepted.

Work includes, but is not limited to replacement of existing shingle roofing, downspouts and gutters,
sheathing and fascia repairs of multiple buildings.

complete Invitation For Bids solicitation document which will be on file at the Owner’s office. Copies may
be requested by contacting the solicitation contact noted below. The bidder is responsible for checking

Solicitation and bidding schedule.

  • Solicitation Issue Date: February 28, 2019
  • Pre-bid Meeting/ Site Visit Location: 1 pm on March 7, 2019 (Fisher's Mill Apartments, 1000 SE 160th Ave, Vancouver WA 98683)
  • Substitutions/Clarification Due Date: March 14, 2019
  • Bid Due Date and Location: 2 pm on April 4, 2019 (Vancouver Housing Authority, 2500 Main Street, Vancouver WA 98660)

The following shall apply according to the solicitation project manual.

  •  State prevailing wage requirements apply.
  •  Retainage is 5%, unless stated otherwise in the solicitation documents.
  •  Bidder shall include a bid bond equivalent to 5% of the bid price.
  •  Performance and payment bonds for 100% of the contract price are required within 7 days of notice of award.
  •  Owner is exempt from retail sales tax as detailed in 0.4.2 Sales and Use Taxes.

Attention is called to provisions for Equal Employment Opportunity, HUD Section 3 requirements, and the
minimum wages as set forth in the solicitation documents. Owner is an equal opportunity and affirmative

Section 3 businesses, and socially and economically disadvantaged businesses to submit bids or to
participate in a subcontracting or supply capacity on VHA contracts.


Award will be made to the lowest responsible and responsive bidder whose bid meets the requirements
of the Invitation For Bids. The Owner reserves the right to reject any, and all bids, or to waive any
informalities in the bidding. No bid shall be withdrawn for a period of sixty (60) days subsequent to the
opening of bids without the written consent of the Owner.
