Bid - Sewer Replacement Phase 1, Soap Lake WA

CITY OF SOAP LAKE

SEWER REPLACEMENT - PHASE 1

Sealed Proposals will be received by the undersigned at the City of Soap Lake, City Hall, 239 Second Avenue SE, Soap Lake, Washington 98851 up to 10:00 AM; local time on Thursday, May 10, 2018, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the Sewer Replacement – Phase 1.

This Contract provides for the replacement of approximately 3,000 feet of aging sewer lines within four City streets. Improvements include:

  • New 8-inch Sewer and Manholes from MH C-66 to MH-62 along 3rd Avenue NE;
  • New 8-inch Sewer and Manholes from MH A-2 to MH A-4 along Lakeshore Drive;
  • New 8-inch Sewer and Manholes from MH A-6 to MH A-7 along Fir Street NE;
  • New 8-inch Sewer and Manholes from MH A-31 to MH A-38 along Main Street West, and other work all in accordance with the attached Contract Plans, these Special Provisions and the Standard Specifications.

The Work shall be substantially complete within 40 working days after the commencement date stated in the Notice to Proceed.  All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Soap Lake, Washington.

The Proposals will be publicly opened and read aloud shortly after the time and date stated above.  Proposals are to be submitted only on the form provided with the Bid Documents.  All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “City of Soap Lakeand in an amount of not less than five percent (5%) of the total amount bid.

Bid Documents may be examined at the office of the City of Soap Lake, or the office of the Project Engineer, Gray & Osborne, Inc.  Bid Documents for this project are available free-of-charge at the following website:  “http://gobids.grayandosborne.com”.  Bidders are encouraged to “Register” as a planholder in order to receive automatic email notification of applicable addenda and to be placed on the “Planholder List”.  For assistance, please call (509) 453‑4833.  Contract questions shall be directed only to the office of the Project Engineer.

All work on the project shall be subject to the higher of the State or Federal wage rates. The City of Soap Lake is an equal opportunity and affirmative action employer. Where federal wage rates apply, the successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

Financing of the Project has been provided by City of Soap Lake, Washington, Washington State Department of Ecology State Revolving Fund, and the State of Washington Community Development Block Grant Program with Federal Funds from the U.S. Department of Housing and Urban Development.

Neither the State of Washington nor any of its departments or employees are, or shall be, a party to this Contract or any Subcontract resulting from this solicitation for bids. Buy American Iron and Steel provisions apply.  The City of Soap Lake expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City.
