 ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Vader – Enchanted Valley Reservoir will be received by Lewis County Public Works, Washington, at the office of the Board of County Commissioners:

Date and Time of Bid Opening:

The Board of County Commissioners of Lewis County or designee, will open sealed proposals and publicly read them aloud on or after 11:00 a.m. local time on April 24, 2018, at the Lewis County Courthouse, Chehalis, Washington, for the Vader-Enchanted Valley Reservoir. 

SEALED BIDS MUST BE DELIVERED BY OR BEFORE

11:00 A.M. on Tuesday, April 24, 2018

(Lewis County official time is displayed on Axxess Intertel phones in the office of the Board of County Commissioners. Bids submitted after 11:00 AM will not be considered for this project.)

Delivery and Marking of Sealed Bid Proposals:

Sealed proposals must be delivered to the Clerk of the Board of Lewis County Commissioners (351 N.W. North Street, Room 210, CMS-01, Chehalis, Washington 98532) by or before 11:00 a.m. on the date specified for opening, and in an envelope clearly marked: SEALED BID FOR THE VADER-ENCHANTED VALLEY RESERVOIR TO BE OPENED ON OR AFTER 11:00 A.M. ON APRIL 24, 2018

Delivery of Proposal:

Each proposal shall be submitted in a sealed envelope, with the Project Name and Project Number as stated in the Advertisement for Bidders clearly marked on the outside of the envelope, or as otherwise required in the Bid Documents, to ensure proper handling and delivery. Bids will be received for a single prime Contract.  Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.

The Contracting Agency will not open or consider any Bid Proposal that is received after the time specified in the Advertisement for Bidders for receipt of Bid Proposals or received in a location other than that specified in the Advertisement for Bidders.

Scope of Work:

The Project provides for the improvement of the Vader – Enchanted Valley Water District by furnishing all labor, materials and equipment necessary for the construction of a 250,000 gallon, column-supported, welded steel water reservoir, raw water pump station and their associated appurtenances, and water lines of the following approximated lengths: 145 linear feet of four-inch ductile iron water line, 210 linear feet of 10-inch ductile iron water line, and 140 linear feet of three-inch pipe.

Rejection of Bids

 The city shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding document or a bid in any way incomplete or irregular.

Funding

This project is funded in part by a federal grant from the U.S. Department of Agriculture and the Washington State Community Development Block Grant program.

Prevailing Wage Requirement

All work performed on the project will be subject to the higher of prevailing state or federal Davis-Bacon wage rates. 

Issuing Office:

The Issuing Office for the Bidding Documents is: Lewis County Public Works Department, 2025 N.E. Kresky Avenue, Chehalis, Washington, 98532, (360) 740-2612. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am to 4:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may be viewed and downloaded online: Prospective bidders may obtain plans and specifications from the Lewis County Public Works Department in Chehalis, Washington or downloaded from the Lewis County website at www.lewiscountywa.gov.

Pre-bid Conference:

A pre-bid conference will be held at 10:00 AM local time on April 11, 2018 at the offices of Lewis County Public Works, 2025 N.E. Kresky Avenue, Chehalis, Washington, 98532.  The project site will be visited after the initial meeting. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid Security:

Bid security shall be furnished in accordance with the Instructions to Bidders.

Bidder Responsibility:

Bidder responsibility shall be met in accordance with the Instructions to Bidders.
