The Department of Behavioral Health and Recovery (DBHR) contemplates awarding a sole source contract to Miller Consultation to provide certification testing, reporting and training for oral test panelists for Certified Peer Counseling (CPC) and Testing and Oral Panelist Training Events. The Contractor will provide certification testing, reporting, and training for oral test panelists for a series of certification testing of potential Behavioral Health Peer Counselors. 

 

The Certified Peer Counselor (CPC) Program is a training program for a specialized service provided by Medicaid State agencies which requires a certification and testing process. This testing needs a specially trained team. In addition, the test material itself is confidential, this contractor is able to hold the fidelity of the testing process and the confidential nature of the source material. This is a unique testing process requiring specific and extensive knowledge, expertise and experience.

 

Due to the unique and specialized nature of the Certified Peer Counselor training, there have been minimum sources trained and equipped with the resources to provide the test.

The contract will be issued on or about March 31, 2020 through June 30, 2021. The dollar value is estimate not to exceed $144,700. This Contract may be amended by mutual agreement of the parties through June 30, 2025 in two (2) year increments. No change in terms and conditions will be permitted during these extensions unless specifically agreed to in writing.

 

Offerors’ contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) calendar days of this announcement.

 

In the absence of other qualified sources, it is the state’s intent to make a sole source award of the contract
