CITY OF MILLWOOD

REQUEST FOR QUALIFICATIONS

WATER/SEWER RATE STUDY

The City of Millwood (“City”) is requesting qualifications from qualified individuals and firms to conduct a water/sewer rate cost-of-service study (”Project”). Firms or entities submitting a proposal in response to this Request for Qualifications (RFQ) are referred to herein as “Consultant. The City’s offices are located at 9103 E. Frederick Avenue, Spokane, WA 99206.

SUBMISSION OF RESPONSE

To receive consideration, responses must be submitted in accordance with the following instructions:

All response submittals shall be sealed and delivered to:

                            City of Millwood

                            Attention: Shawna Beese, Mayor

                            9103 E. Frederick Avenue

                            Spokane, WA 99206

Submit six (6) copies of the response by 2:00 p.m. (PST) on October 15, 2026; and

The envelope must be clearly marked “WATER & SEWER RATE COST OF SERVICE STUDY PROJECT.”

The City reserves the right to reject any or all responses, and can utilize its sole discretion to accept the submittal it considers most advantageous to the City’s interests. The City further reserves the right to waive minor irregularities in procedures and/or responses received.
