2021 CITY ROAD PRESERVATION PROJECT

The City of Bremerton extends this request for bids for the 2021 City Road Preservation Project.

 

This Request for Bids contains the following sections:

RECEIPT OF BIDS: Sealed Bids for the 2021 CITY ROAD PRESERVATION PROJECT will be accepted by mail or in person by the City Clerk or designated staff on April 30, 2021 between 10:30 A.M. and 11:00 A.M. in front of the Norm Dicks Government Center located at 345 6th Street, Suite 100, Bremerton, WA 98337. The Government Center is closed to the public due to the COVID-19 pandemic and bidders will not be allowed in the building.

Prospective bidders are hereby notified that they are solely responsible for ensuring timely delivery of their bid to the City of Bremerton.

OPENING OF BIDS: The bids will be publicly opened and read via Zoom on April 30, 2021 at 1:00 P.M. PST. The link for the bid opening is located on the City’s website at: http://www.bremertonwa.gov/Bids.aspx

 

OBTAINING BID DOCUMENTS:  Contract Documents may be previewed and ordered on the ARC (formerly known as Reprographics Northwest) website (www.e-arc.com).  Go to http://www/e-arc.com/locations.tacoma, click on the “Enter Public Planroom” link and scroll down to find the project.  Payment for plans is typically the cost of reproduction (non-refundable).  Contact Bid Services at ARC in Tacoma, WA: (800) 337-8103; FAX: (253) 272-4064; E-mail: Tacoma.cs@e-arc.com.

 

DESCRIPTION OF WORK:  This Contract provides for the chip sealing, slurry sealing, and micro-surfacing of multiple locations around the City of Bremerton.  The Work includes preparation of surfaces, dig outs at specified locations, traffic control, clean-up and other work, all in accordance with the attached Contract Plans and Special Provisions.  The Contractor is encouraged to review the locations of work to gain an understanding of the repairs required.

 

PRE-BID WALK-THROUGH: Monday, April 19, 2021 @1:00 p.m. Meet in front of 6034 Osprey Circle.  Wear a mask and practice social distancing.

 

ENGINEER’S ESTIMATE:  The engineer’s base estimate is approximately $450,000 to $490,000.

 

TIME FOR COMPLETION:  The Work must be completed within 45 working days of issuance of the Notice to Proceed.

 

EXECUTING THE CONTRACT:  The successful contractor shall be required to execute a Public Works Agreement.  The terms, conditions, requirements, and specifications included in the Request for Bids are included as part of the Agreement.

 

BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of 60 calendar days from the date of bid opening.

 

BID SECURITY: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal.  The failure to furnish a bid deposit of a minimum of five percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency.

 

WAGE RATES:  Wages shall be based on the Washington State Prevailing Wage Rates for Public Works Contracts in Kitsap County current at the time of the bid opening date.  The Contractor will be required to submit Intent and Affidavit to Pay Prevailing Wages to Department of Labor and Industries.

CITY’S RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall be the sole judge of which bid or bidders is the most satisfactory and responsible.

 

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.

 

The City of Bremerton hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation. No bidder will be discriminated against on the grounds of race, color, religion, sex, national origin, sexual orientation, age, genetic information, marital or veteran status, or the presence of any disability.

 

PUBLIC DISCLOSURE: All proposals, including attachments and any documentation, submitted to and accepted by the City in response to this Request for Bids become the property of the City and are subject to the disclosure provisions of the Washington Public Records Act.  Submittals shall become property of the City and considered public documents under applicable Washington State laws.  All documentation provided to the City may be subject to disclosure in accordance with Washington State public disclosure laws.

 

CONTRACTOR RESPONSIBILITY: It is the Contractor responsibility to examine all specifications and conditions thoroughly and comply fully with specifications and all attached terms and conditions.  Contractors must comply with all Federal, State, and City laws, ordinances and rules, and meet any and all registration requirements where required for Contractors as set forth in the Washington Revised Statutes.
