REQUEST FOR QUALIFICATIONS
WELL 12R IMPROVEMENTS PROJECT - PHASE 1: WELL DRILLING

The City of West Richland (City) is seeking Letters of Interest and Statements of Qualifications (hereafter SOQ) from qualified professional engineering firms interested in providing design and construction management services for the Well 12R Improvements Project - Phase 1: Well Drilling.

The following expertise and experience will be required: preparation and completion of state environmental documentation and permitting, plans, specifications and estimates, construction management, inspection and documentation services, project close-out documentation all in accordance with the County and Washington State Department of Health, Department of Ecology, City Standard Specifications and Details, and the WSDOT Standard Specifications.

The project includes the design, permitting, and construction of a new municipal groundwater production well. Well No. 12R will be drilled on City-owned property, no additional land acquisitions or easements are anticipated. The project location is near the intersection of Cooperative Way and Private Access Road, south of Keene Rd. The well will operate within the City’s Zone 3 pressure zone. The existing Well No. 12 will not be decommissioned with this project. The design and construction for the Well No. 12R well house, pumps, treatment, piping, and appurtenances will be completed under a separate contract. No pilot well and/or test well is anticipated with this project.

Statements of Qualifications shall be limited to ten (10) single sided pages and shall include the following information: Letter of Interest; Qualifications and references; Project Understanding and Approach including schedule; and Resumes (not included as part of the 10-page limit).

Please submit five (5) hard copies and one (1) PDF on a USB drive of the Statement of Qualifications.

Letter of Interest and Statement of Qualification shall be received at the City of West Richland’s Municipal Services Facility, 3100 Belmont Blvd., West Richland, WA 99353, no later than 3:00 p.m., Tuesday, November 19, 2024.
