Cleveland Ave Rehabilitation Project - Construction

Project Overview: Homes First is seeking qualified General Contractors for the major rehabilitation of a seven-bedroom sober living home located in Tumwater, WA. This grant funded project aims to preserve critical affordable housing for low-income persons in recovery while maintaining continuous occupancy during construction.

The comprehensive rehabilitation includes:

  • Complete flooring replacement throughout the facility
  • Kitchen renovation (cabinets, countertops, backsplash, undermount sink)
  • Electrical panel upgrade to current code
  • Deck rehabilitation with code-compliant railings
  • Window repairs/replacements for energy efficiency
  • New kitchen appliances (refrigerator, range/oven, dishwasher)
  • All associated plumbing, electrical, HVAC, drywall, and finish work
  • Code compliance upgrades as required

Key Requirements

  • Budget: $226,750 (total project including materials, taxes and labor)
  • Timeline: 120 calendar days from Notice to Proceed
  • Target Completion: Substantial completion by August 14, 2026; final completion by January 31, 2027
  • License: Valid Washington State General Contractor License
  • Experience: Minimum 5 years with affordable housing projects preferred

Special Considerations

  • Facility remains occupied during construction - phasing plan required
  • Strict resident confidentiality must be maintained
  • All federal labor standards and equal opportunity requirements apply
