Consumer education and outreach RFP S202104

Purpose

The Office of Insurance Commissioner (OIC) is initiating this Request for Proposals (RFP) to solicit responses from vendors interested in providing Whatcom County consumer education, assistance, advising and advocacy regarding specific health care topics.

The contractor selected as a result of this RFP will be required to:

Provide personalized counseling assistance with benefits/health plan options selections available to consumer and beneficiaries;

Provide consumers and beneficiaries access to enrollment assistance from a trained, fully equipped, and proficient counselor workforce; and/or

Engage in community outreach to consumers and beneficiaries in public forums.

Required experience includes, but is not limited to the following:

Forming community partnerships

Leading outreach events

Recruiting and managing staff
