Commerce is initiating this RFP to solicit Proposals to a.Provide facilitation services to prioritize capital decarbonization projects for state campus district energy systems and recommend projects to the governor and legislature, b.Analyze barriers to agencies entering energy as a service contracts or participating in public-private partnerships. Provide recommendations to address barriers and a financial analysis describing how agencies could complete decarbonization projects.
