ADVERTISEMENT FOR BIDS

 

 

The City of Dupont invites separate sealed bids for the construction of:

DUPONT-STEILACOOM ROAD IMPROVEMENTS
CONTRACT NO.: 15236

Notice is hereby given that the City of Dupont will receive sealed bids for the following construction project.  Bids may be received by mail, courier, FedEx or hand delivered. Bids should be clearly marked with subject line:

Bids that are hand delivered must be done so within the hour of 1:00:00 PM to 1:59:59 PM only, as determined by the designated bid clock at the receiving table. All bids must be received no later than 2:00 pm, on April 30th, 2021. After, all bids will be publicly opened and read aloud to determine the apparent lowest bidder.

Project Description: The work to be performed provides for the improvement of Dupont Steilacoom Rd within the City of Dupont by planing, pulverization, erosion control, traffic control, drainage conveyance system, infiltration and water quality, roadway widening, sawcutting, HMA paving, cement concrete curb, gutter and sidewalk, ADA pedestrian curb ramps, permanent pavement markings, new traffic signal, existing signal modifications, fencing, various retaining walls, permanent signing, and other work, all in accordance with the contract plans, contract provisions and the Standard Specifications for Road Bridge and Municipal Construction.

The work described in these Contract Documents shall be Physically Completed within 90 WORKING DAYS.  The estimated cost for this project is in a range of $2,500,000 to $4,000,000.

Builders Exchange of Washington.  All prospective Prime Contract Bidders, Subcontractors, and Vendors must register at Builders Exchange of Washington.  Should any addenda be issued, only those firms registered will receive bidding addenda.  Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to all Prime Contract Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of Dupont". Pre-Bid Meeting: There will be no pre-bid site inspection or meeting scheduled for this project. Please note the requirements of Section 1-02.4 of the WSDOT Standard Specifications.

Bid Bond Required: Each bid or proposal shall be accompanied by a bid bond in the form of a certified check, cashier’s check, or a bond payable to the order of the Treasurer of the City of Dupont for the sum of not less than five percent (5%) of the bid or proposal and none will be considered unless accompanied by such deposit; such deposit shall be forfeited to the City in the event the successful bidder fails or refuses to enter into such contract for the making and construction of the aforesaid improvement within the time stated in the specifications.

Prevailing Wages:  This Contract provides for “public work”. Workers performing work in conjunction with the Contract shall receive a State of Washington prevailing rate of wage pursuant to the Prevailing Wages on Public Works Act (Chapter 39.12 RCW).

Equal Employment RequirementsThe City of Dupont in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

All requests for clarifications shall be submitted in writing via email to glim@dupontwa.gov.  Questions via phone will not be accepted.  All technical questions regarding this project are to be submitted no later than 3:00 P.M. on Friday, April 23rd, 2021.

The City of Dupont expressly reserves the right to reject any or all bids, and the right to waive any informalities or irregularities in any bid or in any bidding and to further award the Project to the lowest, responsive, responsible bidder whose bid complies with all of the prescribed formalities, as it best serves the interest of the City.

Funding:  This project is funded by the City of Dupont. This project is partially funded by Washington State Department of Transportation.  Neither the State of Washington or any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids.
