Embedding Substance Use Disorder Support Services in Washington Emergency Departments

Purpose and Objectives

 

The Washington State Health Care Authority, hereafter called “HCA,” is initiating this Request for  Qualifications (RFQ) to solicit Bids from firms interested in participating on a project to facilitate a collaboration between a Washington State Hospital and a local organization that employs a Substance Use Disorder (SUD) Support Position(s) for the purpose of Embedding a person employed by the local organization in the Hospital Emergency Department. The purpose of the Embedded role is to provide patient centered support to patients with substance use disorder, identify patients who may benefit from medications for opioid use disorder (MOUD), facilitate shared decision making around Emergency Department initiation of MOUD, and support linkage to care services.

 

HCA intends to award multiple contract(s) to provide the services described in this RFQ.

 

Minimum Qualifications

 

The following are the minimum qualifications for Bidders:

 

A.   Licensed to do business in the State of Washington or provide a commitment that it will become licensed in Washington state within thirty (30) calendar days of being selected as the Apparent Successful Bidder.

 

B.   Licensed acute care Hospital with emergency services.

 

C.  Must have a relationship with a local agency willing to embed a SUD Support Position in the Emergency Department for a minimum of four (4) hours per week. This relationship must be confirmed through written documentation and submitted to HCA Contract Manager.
