Engineering Services

 

The City of Newport, Washington is inviting Statements of Qualifications, SOQs, and performance information from qualified individuals or firms interested in providing professional engineering services for the 2020-2024 calendar years in conjunction with sponsored projects. Potential prospects requiring engineering services include sewer, water, storm water, parks and recreation and street planning (including Federal Transportation funding, WSDOT, TIB, CDBG, USDA RD, DOE, DOH, PWTF and RCAC funded projects), design and construction management, contract administration, on-call consulting, and grant applications.

 

Additional potential prospects include planning, design, and consultation services for projects identified for compliance with the Growth Management Act, GMA, and for Community Economic Development and for reviews associated with various engineering components relative to developer generated construction documents.

 

Qualification and performance statements will be reviewed, placed on file, and will be used as the source from which to select one or more qualified individuals or firms from whom a detailed proposal will be requested for any specific project. The City also reserves the right to select a qualified consultant from the list of responsive submittals for any project identified without further submission. The City may elect to select one consultant for all areas of work or may select multiple consultants for differing areas of expertise.

 

The City of Newport reserves the sole right to terminate this process, to not award a contract, and to cancel or modify this solicitation process at any time. In no event will the City or any of its respective agents, representatives, consultants, directors, officers, or employees be liable for, or otherwise obligated to reimburse, the costs incurred in preparation of this RFQ, or any related costs. The prospective individuals or firms shall wholly absorb all costs incurred in the preparation and presentation of the submittals. Nothing in this RFQ or in subsequent negotiations creates any vested rights in any person. The RFQ Submittals will become property of the City of Newport.

 

Minority- and women-owned firms are encouraged to submit statements of qualifications.

Submissions should be no longer than 20 pages long (each side of 1 sheet of paper is counted as 1 page). Submissions should include information from the consultant regarding the categories of work that they feel they are qualified to complete for the City and identify key personnel and experience that they believe show they are qualified.

 

Two (2) copies of the SIQ are due to the City of Newport, Washington prior to 4:00 p.m. on Friday March 20, 2020. Proposals may be hand-delivered, mailed, or delivered by courier.
