Foster Parent Application Portal
The State of Washington, Department of Children, Youth, and Families (DCYF) intends to post an RFP for a qualified vendor to implement a Foster Parent Application Portal. This Solicitation is issued in order to assist DCYF in seeking qualified Contractor(s) to implement a Foster Parent Application Portal. In the current state, DCYF maintains a manual, paper based workflow which facilitates the review and approval of foster families and caregivers. Unfortunately, this current system has become strained under the weight of increasing demands. In order to meet those demands and license foster families in the most efficient way possible, DCYF is seeking Contractors who are capable of implementing an online solution designed to manage the workflow of Foster Parent License Applicants. This online solution, one which is SaaS-based, will help DCYF meet state and federal policy requirements, while ensuring that the licensing process is responsive to the increased demand for foster families.
All Responders must meet the following minimum qualifications:
- Offer a foster parent tracking and licensure system;
- Be willing and able to customize or configure its software/product to meet Washington State requirements.
- Offer ongoing maintenance and support.
- At least One (1) Successful Implementation with a Foster Care / Child Welfare Agency / Administration.
- Licensed to do business in the State of Washington.
Bidders failing to demonstrate in their Bids that they meet these minimum qualifications will be considered non-responsive and will therefore be disqualified from further consideration.
The RFP will be issued on or about July 29, 2020 and responses will be due on September 25, 2020. On the date indicated, DCYF shall post the RFP, Sample Contract, and any attachments and amendments relating to the RFQQ, on Washington’s Electronic Business Solutions (WEBS). WEBS can be accessed at: https://fortress.wa.gov/ga/webs/.
All Responders must register as a vendor on WEBS, using an appropriate commodities code listed in the RFQQ, and must download the RFQQ and any attachments from WEBS. This should be done as soon as possible in order for responder to receive notifications automatically generated on WEBS.
