SR 202 WIDENING AND TRESTLE REPLACEMENT PROJECT – Phase B

INVITATION TO BID

NOTICE IS HEREBY GIVEN that the City of Woodinville will receive electronic sealed bids via Public Purchase and physical sealed bids until 2 pm local time on July 29, 2026 at which time bids will be electronically and physically opened and shared. Bids received late or by any other means will not be accepted. Physical opening of bids will be at the Woodinville City Hall Council Chambers located at 17301 133rd AVE NE, Woodinville, WA 98072.

PROJECT DESCRIPTION: The work to be performed under this contract shall include improvements of SR 202 Widening and Trestle Replacement Project.  This project will widen and plane and overlay portions of City roads of SR 202 (131Ave. NE) and the intersections of SR 202 and 175th St NE and 177th St NE.  In addition, curb and gutter, sidewalk, drainage, sewer line, lighting, signal upgrades, landscaping, bridge replacement, catch basin adjustments, manhole and valve box adjustments, sidewalk curb ramps, striping, traffic control, trail grading and paving, retaining walls and other work, all in accordance with the Specifications and Contract Documents entitled: “SR 202 Widening and Trestle Replacement Project – Phase B, Project No. ST-13-002”.

A mandated FSBE goal of 17% has been established for this project.

Plans, specifications, addenda, and plan holders list for this project will be available on-line through two websites: Public Purchase (www.publicpurchase.com) and Builders Exchange of Washington (www.bxwa.com/).

For Builders Exchange: Go to the website. Click on “Posted Projects”; “Public Works”, “City of Woodinville, WA.” Bidders are encouraged to “Register as a Bidder”, in order to receive automatic email notification of future addenda and to be placed on the “Bidders List”. Contact Builders Exchange of Washington at 425-258-1303 if you require further assistance.

For Public Purchase: Register for free by going to the website. Note that it may take up to 24 hours for newly registered accounts. Registration is a 2-step process. Step 1 is to register.  Step 2 occurs after you receive an activation email from Public Purchase. You will have to log back in, click on the “Tools” tab then, on the “Agencies” tab. This will take you to the Agency search page. In the Agency name box type in “Woodinville”. Leave the “new Agency since” box blank. Make sure Registration Status says “ALL”.  Click on “search”. To the far right of it you will see “view” and “Register”.  Click on the “Register” link to complete the supplier registration. If you do not select “Woodinville” you will not appear as a registered vendor and you will not be able to access this ITB or download bid attachments.

All bids shall be accompanied by a bid deposit in the form of cashier’s check, certified check, postal money order, or a surety bond to the City of Woodinville in the amount of five percent (5%) of the total amount of the bid. An electronic copy of the bid deposit/bond must be uploaded with the full bid in Public Purchase, and the original bid deposit/bond either hand delivered or received by mail at Woodinville City Hall at 17301 133rd Avenue NE, Woodinville, WA 98072, Attn: Chista Kouretchian.

Contractors that are WA State certified as minority, women, small, or federal small business enterprises (FSBE) owned, or veteran owned businesses are encouraged to register in Public Purchase and submit their a bid.
