Lift Station Improvements Project
Sealed bids will be received by the City of Sprague, at the reception desk located in City Hall, 119 West Second Street, (PO Box 264), Sprague, Washington 99032 until 10:00 a.m. on Friday, December 1, 2017, and will then and there be opened and publicly read for the construction of the improvements.
The project generally consists of restoration improvements to sewage Lift Station No. 1 and the installation of Lift Station No. 3. Refurbishment of Lift Station No. 1 will include replacing the upper section of the wet well, installing a vertical auger screen, construction of a separate underground valve vault, new submersible pumps, new discharge piping, and replacement of the pump control panel. The new Lift Station No. 3 will be located at the south end of Dayton Street, and will include a wet well with duplex submersible pumps, valve vault, and control panel. The project will also include approximately 200 feet of 8-inch PVC gravity sewer main and 2 manholes.
Thirty-five (35) working days will be allowed to complete the work, not including equipment lead times.
Each proposal must be submitted on the prescribed form and accompanied by cash, a certified check, cashier's check, or bid bond, payable to the City of Sprague, in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price.

Contract documents may be procured from Century West Engineering upon payment of a $30.00 non-refundable plan fee for each set. A Pre-Bid meeting will be held at 10:00 a.m. on Tuesday November 21, 2017 at Sprague City Hall, to answer questions about the project. This project is partially funded through the Washington State Community Development Block Grant program with federal funds from the U.S. Department of Housing and Urban Development. All work performed will be subject to the higher of prevailing State or federal Davis-Bacon wage rates. Award of the construction contract is contingent upon approval by the funding agency.
It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids.
The Successful Bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.
The City shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding documents or a bid in any way incomplete or irregular.
