CITY OF MORTON

 

MAIN AVENUE LIFT STATION IMPROVEMENTS

 

Sealed Proposals will be received by the undersigned at the Lyle Community Center, 700 Main St., Morton, Washington 98356, up to 11:00 a.m.; local time on August 11, 2020, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct WWTF and Lift Station Improvements.

 

the project’s scope of work consists of the following schedules of work:

 

Work includes the construction of a new submersible centrifugal lift station, related sanitary sewers, forcemain, electrical and controls.

 

The Work shall be substantially complete within 140 working days after the commencement date stated in the Notice to Proceed.  All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Morton, Washington.

 

Bid Documents may be examined at the office of the City Clerk, or the office of the Project Engineer, Gray & Osborne, Inc.  Bid Documents for this project are available free-of-charge at the following website:  “http://gobids.grayandosborne.com”.  Bidders are encouraged to “Register” as a planholder in order to receive automatic email notification of applicable addenda and to be placed on the “Planholder List”.  For assistance, please call (509) 453‑4833.  Contract questions shall be directed only to the office of the Project Engineer.

 

  1. A Prebid Conference is scheduled for July 29, 2020.  The conference will begin at the Main Avenue Lift Station, 781 Main Avenue, Morton, Washington at 11:00 A.M. (local time).  Prospective bidders are encouraged to participate.  Any other site visits shall be limited to 9:00 A.M. to 3:00 P.M., Monday through Friday, and shall be coordinated through Mr. Josh Holmes, of the City of Morton, by calling 360-496-1638, at least 24 hours in advance of the visit.  No unauthorized visits or unscheduled visits will be allowed.

 

All work on the project shall be subject to the higher of the State or Federal wage rates. The City of Morton is an equal opportunity and affirmative action employer.  Small, minority, and women-owned business are encouraged to submit bids.  Where federal wage rates apply, the successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

 

Financing of the Project has been provided by the City of Morton, The Washington State Department of Ecology, and the Washington State Community Development Block Grant program with federal funds from the U.S. Department of Housing and Urban Development. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to this Contract or any subcontract resulting from this solicitation for bids. Buy American Iron and Steel provisions apply.

 

The City of Morton expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City of Morton.
