NOTICE INVITING BIDS
for
Marine Drive Stormwater LID Retrofit

City of Bremerton, Washington

RECEIPT OF BIDS:  Sealed bids may be hand delivered to the City Clerk’s office at 345 6th Street Suite 600; the mailing address for sealed bids is 345 6th Street Suite 100, Bremerton, WA 98337 – 1873. Sealed Bids will be received by the City of Bremerton at the office of the City Clerk until 10:00 a.m. as shown on the wall clock in the City Clerk’s office, on May 28, 2019, for the Marine Drive Stormwater LID Retrofit project. Any Bids received after the specified time and date will not be considered. Bids must be clearly marked “Bid” with the name of the project on the outside of the envelope. Only sealed bids will be accepted. No facsimiles will be considered.

OPENING OF BIDS: The Bids will be publicly opened and read after 10:00 a.m. on May 28, 2019, in the First Floor Chambers in the Norm Dicks Government Center at 345 6th Street.

COMPLETION OF WORK: The WORK must be completed within forty five (45) working days after the commencement date stated in the Notice to Proceed.

DESCRIPTION OF WORK: This contract provides for the Stormwater LID Retrofit of Marine Drive and Kitsap Way and includes, but is not limited to, demolition and reconstruction of the roadway with hot mix asphalt, cement concrete curbs and gutters; catch basins, catch basins with flow splitters, modular wetland systems, infiltration trench, stormtech chambers, brick pavers, and landscape restoration all in accordance with the Contract Plans, the Contract Provisions, and the Standard Specifications.

It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids.

PURCHASING CONTRACT DOCUMENTS: The Contract Documents may be ordered from ARC. Payment is typically cost of reproduction (non-refundable). Will-call option is available at ARC Tacoma, Seattle, or Bellevue offices. Subcontractors and those needing additional sets or partial sets may be purchased at cost of reproduction (non-refundable) from ARC. Bid sets can be mailed upon request and after receipt of reproduction costs and a non-refundable shipping and handling fee. Bid documents will be available beginning May 8, 2019.

PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract Documents. Sealed envelopes containing bids shall be entitled: Marine Drive Stormwater LID Retrofit.

PROPOSAL BOND: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. The failure to furnish a bid deposit of a minimum of 5 percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency.

CONTRACT BOND: The successful bidder will also be required to provide a Performance Bond for 100 percent of the Contract Price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Bremerton.

BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of seventy‑five (75) calendar days from the date of bid opening.

WAGE RATES: The attention of Bidders is directed to the requirements and conditions of employment to be observed and the minimum wage rates to be paid under the Contract.

CITY’S RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most satisfactory and responsible bidder and shall be the sole judge thereof.

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.
