Parenteral Product, services and Equipment

The Washington State Department of Corrections (DOC) is issuing this RFQQ to solicit bids for Parenteral Products, Services and Equipment.  By law, DOC is required to provide medically necessary health care to our incarcerated individuals.

WAC 137-91-010 defines medically necessary as that care determined by DOC to:

•

Be consistent with applicable department policies and procedures;

•

Be ordered by an authorized department health care provider;

•

Not be considered experimental or be lacking in medically recognized professional documentation of efficacy; and

•

Not be administered solely for the convenience of the offender or the health care provider.

The DOC Health Plan (HP) defines the health care services that are medically necessary and, therefore, available to its patients.

The DOC Pharmaceutical Management and Formulary Manual (The DOC Formulary) defines the process the DOC Pharmacy and Therapeutics Committee uses to assist practitioners in providing comprehensive, quality, timely and cost-effective care to patients by clearly communicating scientifically sound medication practices and creating the infrastructure necessary to implement these practices system wide.  The DOC Formulary includes a listing of medications that are available to DOC patients and a process for requesting use of non-Formulary products.

The HP allows for the medically necessary provision of parenteral products and services including, but not limited to, anti-infective agents, pain management agents and parenteral nutrition (PN) services as authorized in the DOC Formulary.

The eight (8) facilities capable of providing parenteral administration are:

              Airway Heights Corrections Center – Airway Heights, WA

              Clallam Bay Corrections Center – Clallam Bay, WA

              Coyote Ridge Corrections Center – Connell, WA

              Monroe Correctional Complex – Monroe, WA

              Stafford Creek Corrections Center – Aberdeen, WA

              Washington Corrections Center – Shelton, WA

              Washington Corrections Center for Women – Gig Harbor, WA

              Washington State Penitentiary – Walla Walla, WA

All eight (8) of these Facilities are licensed Health Care Entities (not Long-Term Care facilities) and receive primary pharmaceutical services from an owned central pharmacy.  DOC is seeking bids from qualified contractors and seeks to establish contracts with multiple contractors to help to provide medically necessary health care to these individuals. DOC is seeking support from an external vendor for PN services and emergent parenteral products not available within our system for our facilities capable of providing parenteral administration.
