MUNICIPAL ENGINEERING SERVICES
REQUEST FOR STATEMENT OF QUALIFICATIONS

 

The City of Tieton is inviting Statements of Qualifications from firms interested in providing professional municipal engineering services during the 2019-2021 calendar years.  The City will be selecting a consulting engineering firm for various municipal engineering services for water, sewer, drainage, and street projects, comprehensive plans, municipal planning, traffic studies, capital facilities plans, rate studies, technical reports, cost estimates, environmental reviews, funding applications, plans, specifications, services during construction and funding administration.  Funding sources for various municipal improvements may include TIB, STP, STBG, SRTS, WSDOT Ped/Bike, CDBG, USDA, CERB, DWSRF, PWTF, PWB, SIED, DOE and federal stimulus funds.

 

In addition, the City will be selecting an engineering consultant to provide professional services for design, right of way, and/or construction observation and administration for the following planned projects:    WSDOT Safe Routes to School (SRTS) – Franklin Road Sidewalk Improvements and DOE Water Quality Street Sweeper.

 

The City may submit grant application(s) to the Washington State Department of Commerce Community Development Block Grant (CDBG) program and/or applications to other agencies/programs for funding to complete a study and/or construction project(s).  Should CDBG grant funds be secured, cost plus percentage of construction cost consultant agreements will not be allowed.  State and federal equal opportunity and affirmative action requirements will apply to the selection process, consultant agreement and conduct of the project.

 

Statements of Qualifications shall be limited to thirty (30) pages and shall include the following information: key personnel; firm experience with PS&E and environmental/permitting processes; familiarity with Tieton and/or other similar municipalities; experience with state and federal funding programs and regulatory agencies, and past performance/references. Two copies of the Statement of Qualifications must be submitted.

 

The City’s selection of a consultant for these engineering services will be made from the Statement of Qualifications received at City Hall by 2:00 p.m. on October 26, 2018.  Questions regarding these services and Statement of Qualifications should be directed to Mike Henderson, Public Works Director, City of Tieton, 418 Maple Street, P.O.
