BID DATE, JULY 30, 2019.

 

Sealed bids will be received by the City Clerk of the Town of Garfield, Washington in a sealed envelope clearly marked “Railroad Crossings 2nd and 3rd St. – RAIL 000S (507)” located at City Hall, P.O. Box 218, 405 W. California St., Garfield, WA 99130 until 2:00 p.m. local time on July 30, 2019, and will then and there be opened and publicly read for the construction of the improvements.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Town of Garfield.

The right is reserved to reject any and all bids and to waiver informalities in the bidding.

Maps, plans, and specifications may be obtained at no cost for electronic format. A hardcopy set may be obtained upon payment of the amount of $45.00 non-refundable fee per copy from Keltic Engineering, Inc., located at 315 Adams Lane, Lewiston, ID 83501, (208) 743-2135, and are available for review at the following locations:

The improvement for which bids will be received is described below:

Replacing the 2nd and 3rd Street railroad crossings within the streets and sidewalks that meet ADA requirements. Work will also consist of replacing sidewalk on 3rd Street between railroad tracks and Lincoln Street.

PRE-BID CONFERENCE: A Pre-Bid Conference and walkthrough of the project will commence at City Hall, at 10:00 a.m. local time on July 17, 2019. ALL PRIME BIDDERS ARE ENCOURAGED TO ATTEND THE PRE-BID CONFERENCE.

Informational copies of maps, plans and specifications are on file for inspection in the Office of the Local Agency Engineer, (Local Agency), Washington.

The following is applicable to federal aid projects.

The (Local Agency) in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
