It is the intent of this solicitation to solicit responses from interested consultants for the development of the 2020-2024 Consolidated Plan (Con Plan) and 2020 Annual Action Plan (AAP) as defined by HUD for entitlement communities receiving HOME and CDBG funds.  Federal laws and regulations described in 24 CFR, Part 570, Subpart K are required.
