RFP: Family Caregiver Support Program (FCSP) for the Snohomish County

Introduction to Request for Proposal

The purpose of this notice for Request for Proposals (RFP) is to establish vendor contracts for the Family Caregiver Support Program (FCSP) for the Snohomish County Long Term Care and Aging (hereinafter, the County). Upon award, the successful vendor applicants will provide program/service provision of the FCSP in congruence with the Vendor Agreement/Contractual obligations.


Snohomish County is soliciting responses from vendors for the contract of the Family Caregiver Support Program. The Snohomish County Human Services Department, Long Term Care and Aging has developed an Introductory Request for Proposal (RFP) packet for the following service:

Relatives as Parents/Kinship Caregiver Support Program

The County expects to award three contracts to serve all of Snohomish County for up to $613,235. The County seeks to maintain and refine the Family Caregiver Services Program (FCSP) and will contract three (3) successful proposers to deliver FCSP services County-wide. One of the three successful FCSP proposers will also be awarded the Relatives as Parents/Kinship Caregiver Support Program.

The funding amount is subject to appropriation. NOTE: Older Americans Act Family Caregiver (IIIE) funds require a 25 percent match of the cost of services. The State portion of the dollars available are an allowable match source. The first period of performance is July 1, 2018, through June 30, 2019.

An introductory packet for the RFP has been developed by Snohomish County Human Services, Long Term Care and Aging describing the qualifications required, timeline for the RFP process, response instructions and a copy of the Basic Terms and Conditions for Snohomish County for review. A letter of Intent to apply for the RFP must be submitted by 4:00 p.m., Friday, February 16, 2018. Organizations not submitting a letter of intent by due date and time will forfeit their right to apply for RFP. Letters of intent to apply for RFP are to be submitted to:
