Industrial Site Development Feasibility Assessment
Request for Proposals

Project: The City of Woodland requests a feasibility of providing necessary access and utility improvements for development and construction of infrastructure for the approximately 460 acres of annexed, industrially-zoned properties within the City. Proposals shall be submitted on or before Thursday, June 28, 2018 by 4:00 p.m., and will be used to support the successful development of the Industrial Park.

 

Background: The City of Woodland recently annexed 460 acres of agricultural land into the City. The annexed area was zoned industrial and follows Growth Management Act (GMA) standards for development and zoning. The City must identify the economic impact, transportation and access, utility infrastructure, Environmental and regulatory entitlement and a marketing strategy. The City is the lead agency for the feasibility analysis effort to assist the establishment of a viable industrial area within the City limits. The City of Woodland will manage the consultant service contract.

 

Scope of Work to include:

  • Environmental:
    • Permitting
    • Identification of required environmental and regulatory entitlements
    • Assess first responder requirements
    • Desktop review of geotechnical site conditions
    • Hazardous materials due diligence, inclusive of but not limited to existing oil tanks, etc.
    • Costs
  • Transportation Impact Analysis:
    • Summary of existing roads, transportation impacts and solutions for future industrial use including Exits 21 and 22, Schurman Way, Guild Road, Pekin Road, Caples Road and future road extensions necessary for access
    • Roadway design and planning capacity
    • Assessment of transportation impacts
    • Rail Engineering. Summary of existing rail connections, traffic/rail issues, locations for potential rail spur points, and development of rail plan and assessment of alternatives
  • Infrastructure:
    • Identification of public and private utility providers, capacity, and improvements necessary to serve industrial park including but not limited to Right-of-Ways and Easements
    • Analysis of rail access alternatives, addressing main line spur
    • Planning level estimates for site development, environmental (Federal/NEPA and State) and infrastructure costs
      • Utility planning and design including water, sewer, storm water, natural gas, broadband and electrical
    • Geotechnical site review and requirements
  • Economic Analysis:
    • Interpret the overall relevance of industry to the needs of its market, helping our investors to determine potential profits
    • Anticipated wages and benefits for the created jobs and increased property values
  • Market Analysis:
    • Development of market analysis and strategies including identification of target industries and their link to the region's economic development based on available infrastructure
    • Development of market strategy containing action elements and lead agency (s) responsible for implementation and execution
    • Potential job creation, wage expectations and work force availability
    • Assessment of strategies for financing infrastructure development including but not limited to formation of improvement districts, industrial development districts and a foreign trade zone
  • Development Financing:
    • Funding sources for infrastructure extensions and/or upgrades
    • Include required data for CERB
  • Project Design Management:
    • Ensure compliance with all federal, state, and local requirements for documentation and process throughout the duration of the contract. The City will rely on the design firm to make available and support the City in making deliverables and other work products available for any or all internal and external audits of project files.
    • Prepare, monitor and regularly update overall project schedule and budget.
    • Monitor contract  status  and  performance  and  prepare  monthly  written reports to City with project billing.
    • The duration of the assignments is no more than 6 months over-all.
