The City of Port Angeles (City) is seeking professional services from qualified consulting firms to provide environmental permitting, civil design, bid documents, and construction management for the removal of the concrete encased 27-inch sanitary force main from Ennis Creek. 

The City reserves the right to amend or withdraw the RFQ at any time. A full copy of the RFQ is available on the City website, https://www.cityofpa.us/bids.aspx.

The City of Port Angeles in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all consultants that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit statement of qualifications in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin.

SUBMITTAL: 

Submittals should include firm name, phone number, email address, project manager or single point of contact, and number of employees. 

Submittals will be evaluated on the following criteria: 1) Responsiveness to the RFQ, breadth and depth of response. 2) Reputation of the company, key personnel, and any subcontractors referenced. 3) Satisfaction of prior and current clients per reference provided. 4) Proven experience related to project responsibilities. 5) Sufficient staffing levels to perform the work in a timely manner.
