RFQQ 18-1300, Higher Education Facilities Study, OFM

The Office of Financial Management (OFM) is seeking a vendor to conduct a higher education facility study as required by the 2018 Legislature in ESSB 6095.The purpose of the study is to examine and develop learning space and reasonableness of cost standards for higher education facilities, in addition to developing a scoring criteria matrix, which will be used by budget decision makers for prioritizing potential higher education capital facility projects. The final study will be due by January 31, 2019.

  1. The higher education facility study must include:
    1. Data collection from the six four-year institutions and 34 community and technical colleges.
    2. An examination of learning space standards for four-year institutions and community and technical colleges in Washington State. The standards may include, but are not limited to:
      1. The percentage of hours utilized per scheduling window
      2. The percentage of seats utilized
      3. Square feet per seat
      4. Type of technology utilized in learning space
    3. An examination of reasonableness of cost standards for facilities newly built or renovated by the four-year institutions and community and technical colleges in Washington State. The standards may include, but are not limited to:
      1. Costs per square feet per type of facility
      2. Expected life-cycle costs
      3. Project schedules that result in realistic, balanced, and predictable expenditure patterns over the ensuing three biennia.
    4. The development of a criteria scoring and prioritization matrix for four-year higher education institution capital projects. This matrix will be used by decision makers to produce single prioritized lists of higher education capital projects and must consist of the following components:
      1. A numeric rating scale that assesses how well a particular project satisfies higher education capital project criteria
      2. A numeric measure to weigh the importance of those criteria
      3. Calculations to help normalize scores from past biennia.
