PURPOSE AND BACKGROUND

The Office of Financial Management (OFM) is seeking a vendor to conduct a higher education facility study as required by the 2018 Legislature in ESSB 6095.The purpose of the study is to examine and develop learning space and reasonableness of cost standards for higher education facilities, in addition to developing a scoring criteria matrix, which will be used by budget decision makers for prioritizing potential higher education capital facility projects. The final study will be due by November 15, 2018.

This study will build upon and update portions of a previous higher education capital facilities financing study required by the legislature and completed in December 2008. This previous study identified and analyzed options for higher education capital facilities and examined alternatives for reducing facility construction costs and strategies for managing costs.

Overall, this study will provide updated data for the Office of Financial Management, the legislative and fiscal committee leadership, the state board for community and technical colleges, and the public four-year institutions of higher education in regards to development, construction and planning of future higher education capital facility projects.
