REQUEST FOR STATEMENTS OF QUALIFICATION (RSQ)
2018 – 2019 CONSULTANT ROSTER

Cowlitz County – City of Longview

Cowlitz County and the City of Longview, in conjunction with the Three Rivers Regional Wastewater Authority, Silver Lake Flood Control District, Lexington Flood Control Zone District, Consolidated Diking Improvement District No. 1, Consolidated Diking Improvement District No. 2, Consolidated Diking Improvement District No. 3, Drainage Improvement District No. 1, Diking Improvement District No. 15, and Cowlitz 2 Fire and Rescue, acting pursuant to RCW Chapter 39.80, are inviting statements of qualifications and performance information from firms interested in providing professional engineering, architectural and land surveying services for a period of October 1, 2018 through September 30, 2019, associated with Agency sponsored projects.


Typical services include, but are not limited to: air/water quality, archaeological/historic, architectural services, bridges/structural engineering, comprehensive planning, diking/flood control, domestic water, drafting services, environmental services, facilities planning/design, geotechnical, hydrology/hydraulics, land surveying/mapping/photogrammetry, landscape architecture, mechanical/electrical, noise impacts analysis, pavement analysis/management, project/CN management, right-of-way acquisition, road and street design, sanitary sewer, SCADA systems, solid waste/recycling, storm drainage, stormwater/NPDES, traffic/transportation engineering, trails, urban design/land use planning, utility comprehensive planning, utility rate analysis, water/wastewater design service, wetlands/fisheries, and all other engineering and architectural services.


Qualification and performance statements will be reviewed and placed on file for the period of October 1, 2018 through September 30, 2019, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Minority and women-owned firms are encouraged to submit statements of qualification.


Projects may be funded or partially funded through the Washington State Community Development Block Grant Program with federal funds provided by the U.S. Department of Housing and Urban Development. For those projects that meet this funding criteria, cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of the project.


Cowlitz County and the City of Longview in accordance with Section 504 of the Rehabilitation Act and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and activities. Cowlitz County and the City of Longview, in accordance with the Title VI of the Civil Rights Act of 1964, 78 Stat, 252, 42, U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.


The Consultant Questionnaire must be completed and submitted via email with the statements of qualifications to publicworks@co.cowlitz.wa.us. The Statement of Qualifications (SOQ) will be no more than 10 pages; resumes of key personnel should be attached as appendices and will not be considered in the 10-page limit.
