WASTEWATER SYSTEM IMPROVEMENT PROJECT

CITY OF STITES

Sealed bids will be received by the City of Stites in an envelope clearly marked “CITY OF STITES, WASTEWATER SYSTEM IMPROVEMENT PROJECT,” until 1:30 p.m. local time on February 5, 2019 at the Stites City Hall located at 213 Main Street; Stites, Idaho for the following work:

WASTEWATER SYSTEM IMPROVEMENT PROJECT

In general, the project includes improvements to the City’s existing lift station, replacement of 4,100 linear feet of existing sewer main using traditional trenching methods, reconnection of sewer service laterals to the new sewer main, and replacement of 21 manholes. Lift station improvements (Schedule I) include electrical system upgrades, installation of a chemical injection system for H2S mitigation, construction of a 20 foot by 14 foot pole barn, and replacement of one of two lift station pumps.

Bids will be opened publicly at the Stites City Hall at 1:30 p.m. local time on February 5, 2019 and read aloud. Bids received after the aforementioned time will not be considered.

A pre-bid construction meeting will be held on January 22, 2019 at 1:30 p.m. at Stites City Hall.

Bid Documents may be obtained by Prime Bidders for a $30.00 non-refundable fee per copy from TD&H Engineering, Inc.; 210 Main Street; Lewiston, ID 83501; (208) 746-0938. Bid Documents are available for review at the following locations:

All work must be completed within 60 working days from the notice to proceed. Liquidated damages shall be $1,000.00 per day.

A current Public Works Contractor’s License for the State of Idaho is required to bid on this work. All bids shall be submitted in accordance with the project bidding and contract requirements and shall be accompanied by a Bid Bond in the amount of not less than 5% of the total amount of the base bid. Bid Bond shall be in the form of Cash, Cashier’s Check, Certified Check or Bidder’s Bond executed by a qualified surety company, any of which shall be made payable to the City of Stites.

All work performed on the project will be subject to the higher of prevailing state or federal Davis-Bacon wage rates. This project is funded, in part, by a federal grant through the Idaho State Community Development Block Grant program with federal funds from the U.S. Department of Housing and Urban Development.

The City of Stites may, by resolution, reject any and all bids and make further calls for bids in the same manner as the original call. The City also reserves the right to waive any informality in the bids received. Award of the Contract will be made to the lowest responsive, responsible bidder.

No bidder may withdraw his bid after the hour set forth for the opening thereof, unless the award of Contract is delayed more than thirty (30) days.
