WATER RESOURCES COST REIMBURSEMENT CONSULTANT POOL
ECOLOGY is seeking a pre-qualified water resources CONSULTANT (aka CONTRACTOR) pool to support water rights permitting under cost reimbursement as described in RCW 90.03.265 and RCW 43.21A.690.
There are two types of cost reimbursement processing with the Water Resources Program and the Office of Columbia River (OCR). One form of cost reimbursement will exist for each cost reimbursement project:
- Standard Cost Reimbursement – In the case of Standard Cost Reimbursement, a CONSULTANT may work for an applicant directly and must be an awarded CONSULTANT (or an approved subconsultant working under the awarded contractor). For Standard Cost Reimbursement projects, no Work Assignments are issued to the CONSULTANT.
OR
- Coordinated Cost Reimbursement – In specific situations, Ecology may issue work assignments when multiple applicants within a particular sub-basin are processed together. Ecology will distribute a job proposal for Consultants to bid on, and the selected Consultant will be awarded the assignment to carry out the work. A CONTRACTOR may be contracted with water rights applicants and with ECOLOGY, as in the case of coordinated cost reimbursement RCW 90.03.265(3) and to support water right processing priorities. CONTRACTOR services will be provided on an as needed basis and at the sole discretion of ECOLOGY.
