Sealed bids for the following described construction will be received by Town of Oakesdale at:

 

1. By mail to the office of the Clerk/Treasurer at P.O. Box 246, Oakesdale, WA  99158, until 2:01:00 P.M., P.S.T., of the bid opening date.  Notification by the Post Office will be considered as actual receipt of the bid by the Town of Oakesdale.

 

2. In the office of Clerk-Treasurer, Town Hall, Town of Oakesdale at the Town Hall, 105 N First, Oakesdale, Washington, until 2:01:00 P.M, P.S.T., of the bid opening date.  Bids delivered in person will be received only at the office of Clerk/Treasurer.

 

The bid opening date for this project shall be Thursday, April 29, 2021.  The bids will be publicly opened and read after 2:01:00 P.M. on this date.

 

Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL.

Prospective bidders shall make all requests for clarifications to Marissa Siemens, TD&H Engineering in writing at the above address or to marissa.siemens@tdhengineering.com.  No verbal clarifications will be made.

 

Brief description of work:

The project  consists of construction of approximately 11,700 linear feet of water main, 17 fire hydrants, 100 service connections with new water meters, 3 sampling stations, 3,950 square yards of HMA, 2,385 square yards of landscape restoration, installation of a new SCADA system, and other related miscellaneous items. Bid Alternate B-1 – installation of approximately 530 linear feet of water main, 1 fire hydrant, and 2 service connections with new meters along Brown St. Bid Alternate B-2 – installation of approximately 370 linear feet of water main and 3 service connections with new meters along Fifth St. Bid Alternate B-3 - installation of approximately 780 linear feet of water main, 1 fire hydrant, and 6 service connections with new meters along Jackson St from 3^rd St to 5^th St. Bid Alternate B-4 - installation of approximately 885 linear feet of water main along Jackson St from 5^th St to 7^th St. Bid Alternate C-1 - installation of approximately 1,950 linear feet of water main, 2 fire hydrant, 1 sampling station, and 37 service connections with new meters along Steptoe Ave.

 

Pre-Bid Meeting:

A pre-bid meeting with the Town of Oakesdale will be held on Tuesday, April 20, 2021, at 2:00 PM at the Whitman Co Fire District #10 Oakesdale Station located at 108 S. First St, Oakesdale, WA.  Attendance at the pre-bid meeting is highly encouraged but is not mandatory.

 

Bid security:

A certified or bank cashier’s check in the amount of five percent (5%) of the bid amount, payable to the Town of Oakesdale, or bid bond executed by a licensed bonding company is required with each bid, subject to the conditions provided for in the bid procedures and conditions.  No bidder may withdraw a bid within thirty (30) days after the actual date of the opening thereof.

 

Rejection of bids:  

The Town shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding document or a bid in any way incomplete or irregular.

 

All work performed on this project will be subject to the higher of the prevailing state or federal Davis-Bacon wage rates.

This project is funded through Washington State Drinking Water State Revolving Fund Program (DWSRF) with federal funds from the Environmental Protection Agency. General Contractors and all subcontractors must meet DWSRF requirements and provisions. Contractors must also be licensed to conduct business in Washington State.
