Water Transmission Main Project, Phase 3 City Project No.WS-709H, Camas WA



Sealed bids will be received by the City of Camas, Administrative Services, 616 NE 4th Avenue, Camas, Washington, until 10:00 A.M. on March 27, 2018, and will then and there be publicly read for the construction of the improvement.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the Washington State Department of Transportation (WSDOT) 2016 Standard Specifications for Road, Bridge, and Municipal Construction (standard specifications), the bid proposal deposit shall be forfeited to the City of Camas. All Contractors shall be licensed in the State of Washington to conduct business.

Plans and Specifications may be purchased from the City of Camas in an electronic format for $25 plus 8.4% sales tax by contacting Ronda Syverson at or 360.817.7256 between the hours of9:00 A.M. and 5:00 P.M. Bid documents will be available after 3:00 P.M. on March 1, 2018. Registration as a plan holder is required to obtain Contract Addenda. Contractors must be registered on the City of Camas Plan Holders List to receive any Addenda. If preferable, the bidder may purchase hard copies of the bid documents at the Camas Municipal Center, Public Works Department, located at 616 NE 4th Avenue, Camas, Washington 98607, for the cost of printing plus 8.4% sales tax, which is non­ refundable. The improvement for which bids will be received follows:

Bid opening on March 27, 2018, at 10:00 A.M. at the Camas Municipal Building located at 616 NE 4th Avenue, Camas, Washington 98607. Sealed bids will be received by the City of Camas Administrative Services (front reception desk), 616 NE 4th Avenue, Camas, Washington 98607, until 10:00A.M.

Statement of Work:

This project will construct approximately 7,450 feet of 12-inch ductile iron water transmission main in an existing easement from the Water Treatment Plant at 32723 NE Lessard Road, heading southwest cross­ country to NE Ireland Road and NE 312th Avenue. The project also includes construction of air relief valve vaults, hydrant assemblies, connections to existing City of Camas piping, traffic control, temporary patching, repaving, erosion control, stream crossings, and other items according to the Plans and Specifications for the project.

The Contractor is obligated to pay the higher of the two wage rates determined by the Washington State Department of Labor and Industries Prevailing Wages, Rates for Clark County, effective March 27, 2018, Davis Bacon General Decision Number: WA180091 01/12/2018.

Proiect Funding:

This project is expected to be funded by the Washington State Drinking Water State Revolving Fund program with federal funds from the Environmental Protection Agency. DWSRF requirements and provision must be met by general contractors and all subcontractors. Attention is called to Federal provisions for Equal Employment Opportunity, and the minimum wages as set forth in the contract documents. The City of Camas expressly reserves the right to reject all bids if DWSRF Program funding is unsecured.

American Iron and Steel:

The Consolidated Appropriations Act of 2014 (Public Law 113-76) includes an American Iron and Steel (AIS) requirement. Drinking Water State Revolving Fund (DWSRF) assistance recipients are required to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works and if the project is funded through an assistance agreement executed beginning January 17, 2014 (enactment of the Act). The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. See Part 7 of the Bid Specifications and Contract Documents for more information on the Federal Contract Requirements.

E-Verify Requirements:

Per City of Camas Ordinance No. 2626, as a condition for the award of any larger contracts after January 1, 2012, the Contractor shall emoll in the E-Verify program through the United States Department of Homeland Security and thereafter shall provide the City with a copy of the Memorandum of Understanding (issued by Homeland Security), submitted with their bid proposal, affirming their enrollment and participation in the program. The Contractor shall be required to continue their participation in the program throughout the course of their contract with the City. Prime contractors shall require and verify that each of their subcontractors and lower tiered subcontractors are also emolled and participants in the E-Verify program. This is intended to be used exclusively for employees hired after award and for the duration of the contract with the City of Camas. E-Verify, is an Internet based system operated by the Department of Homeland Security in partnership with the Social Security Administration at no charge. E-Verify has been determined to be a suitable means for determining employment eligibility of new hires and the validity of their Social Security numbers.
