WELL NO. 2 REHABILITATION

INVITATION FOR BIDS

Sealed bids for the Town of Latah Well No. 2 Rehabilitation project, will be received at the Town of Latah, Town Hall, 108 E. Market Street, Latah, WA 99018 until 2:00 p.m., Thursday November 19th, 2020, at which time the bids will be publicly opened and read.  Social distancing protocols will be observed during bid opening and face masks will be required for those in attendance.

The project generally consists of work to rehabilitate Well No. 2, including replacement of pump and motor, electrical equipment and controls, electrical improvements, emergency power plug, well level transducer, and telemetry improvements to communicate with the control panel for Well No. 1, and other associated items of work.

A non-mandatory pre-bid meeting will be held 10:00 a.m. on Tuesday November 10th, 2020 at Latah Town Hall, 108 E. Market Street, Latah, WA.  Social distancing protocols will be observed during the pre-bid meeting and face masks will be required for those in attendance.

Sealed proposals must be delivered to the Town of Latah 108 E. Market Street, Latah, WA 99018 (Mailing address P.O. Box 130, Latah, WA 99018) by 2:00 p.m. on the date specified for opening, in a sealed envelope clearly marked “SEALED BID FOR TOWN OF LATAH WELL NO. 2 REHABILITATION”.  In-person acceptance of delivered bids will be available at Town Hall during business hours from 8:00 a.m. to 1:00 p.m. on Tuesday and Thursdays. The door to Town Hall will be locked.  Bidders should knock on the door when they are standing at the entrance to Town Hall and a Town staff person will come to the door and, observing social distancing protocols, will receive the sealed bid.

SEALED BID PROPOSALS MUST BE DELIVERED BEFORE 2:00 P.M.

All bid proposals shall be accompanied by a bid proposal deposit in the form of a certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Only properly executed proposals submitted on the forms furnished by the Town of Latah will be accepted. All bidders are required to submit a list of subcontractors that will perform work on the project amounting to ten percent (10%) or more of the contract amount.

All work performed on this project will be subject to the higher of the prevailing federal or state wage rates.

A tabulation of the bids received, together with the recommendation of the Mayor of Latah, will be presented to the Town Council at the first available regularly scheduled meeting. The Town Council reserves the right to reject any and all Proposals, to waive any and all informalities and the right to disregard all nonconforming, nonresponsive or conditional Proposals.

Award of the construction contract is contingent upon approval by the funding agency.

This project is funded through the Spokane County Community Development Block Grant program (Spokane County Community Services, Housing and Community Development Department) with federal funds from the U.S. Department of Housing and Urban Development.
