Agency Background:
The Town of Twisp received WA Department of Commerce Grant funding to implement a PV + BESS project for resilient communities at Twisp Town Hall. The Town of Twisp intends to procure Owner Representative or Construction Management Services to assist in the management and implementation of this PV + BESS project. Qualified Solar Engineers and consultants are invited to
submit a RFQ response to participate for this project.

Project Summary:
The Town of Twisp currently proposed to Department of Commerce to install a 50.43 kW DC photovoltaic system on metal standing seam roof with flush mount racking and a ballasted system on a membrane roof. In addition to the PV system, the town proposed to install a 125kW/880kwhs BESS with isolation transformer on a concrete pad on an adjacent parking lot. From that BESS location in the parking lot, 130 ft of trenching and street restoration will connect the output to the main electrical room in the NE corner of the Town Hall Building. Interconnection of the BESS will be made in an AC aggregation panel, as well as the PV output and existing 150kVA generator. The output of the AC aggregation panel will connect to a grid isolation device and then the main point of interconnection will be via taps in the MDP. Owners Rep will assist in preliminary design, contractor selection and managing the installation of this PV + BESS system.
Scope of Work includes but is not necessarily limited to:
1. Conduct an initial site visit to review the project and meet stakeholders
2. Generate 30% drawing set, create division specifications and provide technical information for RFP/Bid documents, and ensure the project aligns with codes, industry best practices, and procurement policy.
3. With representatives of Twisp Public Works, host an onsite bid walk for potential bidders, answer questions on site, and assist in providing following up answers. Project may have multiple contractors, one for the PV + BESS project and one for trenching and street restoration.
4. Assist the Town with bidding and contractor selection process.
5. Conduct kick off meeting, pre-construction meeting, design meetings.
6. Track and perform submittal process with contractors.
7. Perform contractor meetings prior to permit approval to ensure design and pre-permit documents align with RFP, Department of Commerce grant requirements, current codes and industry standards and best practices.
8. Execute management of contractor, installation, and site safety, site cleanliness, community safety and concerns, as well as perform QA/QC inspections. Site visits will be performed 2-3 times a week during construction during a normal full week of construction.
9. Review and process RFI’s and Change Orders.
10. Review and approve or deny contractor’s pay requests.
11. Provide reports to Twisp Public Works for major milestones
12. Observe contractor performed commissioning process
13. Review O&M material and all close out documents
14. Review contractor’s walk-through and training of Town of Twisp staff
Qualifications:
Consulting firm must meet the following qualifications:
1. Have designed and managed the installation of PV + BESS projects for at least 4 years.
2. Have designed and managed the implementation of at least 2 PV + BESS project from concept design to full implementation to commissioning and close out of a similar sized system. Provide examples.
3. Have brought at least 2 projects to full stamped engineering set.
4. Firm must be able to visit project site 2 times per week during construction as well as during crucial milestones such as inspections, trenching, conduit cover, crucial QA/QC inspections, commissioning, walkthrough.
5. Have NABCEP PV related certification.

The Town of Twisp reserves the right to contact the bidder for clarification of its response and to make an award without further discussion of the response submitted.

RFQ Response Submittal Deadline:
Andrew Denham, Town of Twisp Public Works Director, is the sole Point of Contact (POC) for this
procurement. Only electronic responses will be considered. Emailed response submittals must be
received no later than 3:00 pm Pacific Standard Time on August 21st, 2024. Responders should allow sufficient time to ensure timely receipt of the response by the RFQ POC. Late responses will not be accepted and will be automatically disqualified from further consideration.
