CLARK COUNTY solicits interest from consulting firms with expertise in in Intelligent Traffic Systems (ITS) and Traffic Technology design and build services. This agreement may extend out approximately three years in duration with the option for the COUNTY to extend it for additional time and money if necessary. Consultants will be considered for the work described below.
CLARK COUNTY reserves the right to amend the terms of this “Request for Proposal” (RFP) via addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses. CLARK COUNTY also reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project.
Article I. Project Description
The ITS‑based design and engineering work to be performed by the CONSULTANT consists of completing a full Systems Engineering and Concept of Operations analysis to evaluate the feasibility of transitioning Clark County and its VAST partners (WSDOT, City of Vancouver, and multiple small cities) to a unified vendor for traffic signal controller hardware, software, and Advanced Traffic Management System (ATMS) operations. The CONSULTANT will review the existing ATMS.now platform, assess alternative technologies, evaluate system capabilities and field-device compatibility, support development of vendor selection criteria, and assist the County in determining the most suitable path forward.
The region (Clark County, WSDOT, and the small cities) are working toward long‑term alignment on a common ATMS platform to improve interoperability, real‑time operations, coordinated incident response, and consistency in traffic management across jurisdictions. Clark County currently hosts the central ATMS server for most partners, making system-wide compatibility essential for successful deployment.
The major features of the project are as follows:
- Conduct a full Systems Engineering analysis to determine whether transitioning to a new signal controller hardware/software platform and ATMS vendor is recommended.
- Develop a Concept of Operations (ConOps) defining operational objectives, user needs, stakeholder roles, and future-state system functionality.
- Perform a comprehensive comparative assessment of available ATMS vendors and controller solutions, including:
a. Assessment of advanced capabilities, stability, interoperability, and data integration;
b. Evaluation of compatibility with existing county and partner field devices;
c. Review of vendor support, maintenance costs, and long-term operational sustainability.
- Support Clark County and WSDOT in developing selection criteria to evaluate and score potential vendor systems.
- Provide planning‑level cost estimates for potential future implementation, including hardware, software, training, integration, and migration from existing federally funded equipment still within its useful life.
- Consultant engagement and coordination with County Traffic Engineering, WSDOT, and partner cities throughout development.
- The schedule of work is expected to last approximately 16 months, beginning no earlier than September 2026 and concluding by December 31, 2027. Actual schedule milestones will be refined with the selected CONSULTANT.
- Adherence to state and federal requirements are essential. Any responders to this RFP must be certified with WSDOT to contract under the LAG Negotiated Hourly Rate contract, and the resulting documentation must comply with WSDOT ITS Guidelines (Chapter 1050), LAG requirements (Chapter 31), and all Federal funding requirements.
- The project will be federally funded through the Congestion Mitigation and Air Quality (CMAQ) program, with WSDOT and local matching funds. SAM registration is required and must be included in the proposal.
By completing this evaluation, Clark County and its regional partners will be positioned to enhance system reliability, improve interagency coordination, and reduce congestion through consistent traffic management practices. The work lays the foundation for future regionwide ATMS modernization, expanded intelligent transportation capabilities, and opportunities for collaborative operations across jurisdictions.
Article II. Evaluation Criteria
Criteria for evaluating and ranking submittals will include the following:
- Project Team – Qualifications/Expertise of Firm, Proposed Project Manager and Team to include coders, developers and project staff applicable to the needs of this ITS Project.
- Management Approach – Communication, SBE Plan, QA/QC Plan
- Respondent’s Capabilities – Ability to meet schedule, familiarity with WSDOT ITS standards, past performance/references
- Project Approach and Understanding
Contract Type and Payment Method
The solicited services are divided into phases whereby the specific scope of work and associated costs may be negotiated and authorized by phase as the project progresses. A written supplement to the agreement will be required if work falls outside of the scope of the original agreement. The method of payment shall be through the LAG negotiated hourly rate contracts. The contract shall specify a maximum amount payable which is not exceeded unless adjusted by a contract modification.

Proposals shall be received in the CLARK COUNTY PURCHASING OFFICE, 1300 FRANKLIN STREET, SUITE 650, VANCOUVER, WASHINGTON 98660 until, but no later than, 11:00 a.m. on Wednesday, July 1, 2026.
