P21005-3: 50th Avenue Roundabout and Pioneer Street Widening

The City of Ridgefield is seeking bids from highly qualified contractors to provide all labor, supplies, equipment and materials for the improvement of Pioneer Street (State Route 501) with a roundabout at 50th Avenue (a new intersection), widening of Pioneer Street between 45th Avenue (Royle Road) and S 56th Place in Ridgefield, Washington, and construction of short, single lane segments of 50th Avenue and Pioneer Canyon Drive to connect to planned and proposed developments. The roundabout will be two lanes to match the new cross section on Pioneer Street. S 50th Avenue will serve future developments south of Pioneer Street, and N 50th Avenue will connect to the Union Ridge Town Center via Pioneer Canyon Drive. All work shall be in accordance with the attached Contract Plans, Contract Provisions and the Standard Specifications.

Work items include roadway/ roundabouts, sidewalks/multi-use trails, street lights, sanitary sewer, water mains, rapid rectangular flashing beacons, joint utility trench and other utility relocation components, and other items that are noted in the plans and specifications.

The Work shall be fully complete within 320 Working Days from the Notice to Proceed. The section of N 50th Avenue and Pioneer Canyon Drive from Pioneer Street to the intersection of N 53rd Avenue (“Phase 1”) will be required to have a single lane in each direction open to traffic by September 15th. Early completion bonuses may be available for Phase 1 as well as other project elements as noted in the contract documents.

A Pre-Bid Meeting is scheduled for 11:00 a.m. on Tuesday, May 14 in the RACC Enterprise Conference Room located at 510 Pioneer Street, Ridgefield, WA 98642.

Bid packages may be viewed and downloaded via the City’s e-Procurement Portal at https://procurement.opengov.com/portal/ridgefieldwa. Bidders are required to register for a free account via the City’s e-Procurement Portal hosted by OpenGov Procurement. Once the bidder has completed registration, you will have access to download the Invitation to Bid and will receive addenda notifications to your email by clicking “Follow” on this project. Ultimately, it is sole responsibility of each bidder to periodically check the site for any addenda at https://procurement.opengov.com/portal/ridgefieldwa.

All project or contract language specific questions, requests for substitutions or changes, or requests for clarification must be submitted via the City’s e-Procurement Portal, located at https://procurement.opengov.com/portal/ridgefieldwa by 4:00 p.m. on Monday, May 20, 2024. Incomplete or late inquiries may not be considered.

Bidders will have the option of submitting their packets online via the City’s e-Procurement Portal hosted by OpenGov Procurement, by hand delivery, or United States Postal Service.

If choosing to submit online, electronic sealed bids must be received by the City through the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/ridgefieldwa no later than 4:00 PM (Pacific Time) Thursday, May 30, 2024. This is the preferred method. Submissions received after the specified time will not be accepted. The City’s e-Procurement Portal Clock is the official clock for the determination of all deadline dates and times. Without exception, responses will not be accepted after the submission deadline regardless of any technical difficulties such as poor internet connections. The City strongly recommends completing your response well ahead of the deadline. Bids received by fax or E-mail will not be accepted.

If the electronic submission process is not an option, the City will also accept hand delivered or mailed submissions that shall be placed in a sealed envelope which clearly states the name of the bidder, the date of the bid opening, and the title “50th Avenue Roundabout and Pioneer Street Widening”. Hand delivered submissions shall be delivered to Ridgefield City Hall, 230 Pioneer Street, Ridgefield, Washington 98642. Submissions that are not received by bid closing of 4:00 p.m. local time, Thursday, May 30, 2024, will not be considered complete and will be forfeited.

Submissions delivered via United States Postal Service shall be enclosed in another envelope that is addressed to the attention of the Procurement Coordinator, City of Ridgefield, P.O. Box 608, Ridgefield, Washington 98642. Mail to the City of Ridgefield is received by 10:00 a.m. each day. Bidders may call the Procurement Coordinator to verify receipt of their submission. Submissions that are mailed and not received by bid closing of 4:00 p.m. local time, Thursday, May 30, 2024, will not be considered complete and will be forfeited.
