REQUEST FOR PROPOSALS

HUMAN RESOURCES INFORMATION SYSTEM (HRIS)

PEND OREILLE PUBLIC UTILITY DISTRICT          

 

Public Utility District No. 1 of Pend Oreille County (the District), is requesting proposals for a vendor to provide a Human Resources Information System (HRIS) platform to track applicants, process on-boarding of new employees, handle performance management and act as a database for personnel files. 

 

RFP Requirements

At a minimum, the response must include the following: 

  • Completed cover sheet with background of the vendor and identify a point of contact.
  • Technical Specifications sheet, including ability to integrate with NISC.
  • Proposed costs and fees. Including:  
    • Implementation & Set up by Module
    • Annual cost for 3 years
    • Breakdown of fees for less than 100 employees
    • Additional fee for employees in excess of 100
    • Incentives/Discounts
    • Fees associated with storage limitations
  • Focus should be relevant to:
    • Applicant tracking
    • On-Boarding of new employees
    • Performance Management
    • Personnel file management

 

  • Submittals are due no later than 10/23/2019 2:00 p.m. Pacific Standard Time. Submittals received after the above date and time for any reason will not be considered. The District is under no obligation to return submittals.
  • Bids MUST be submitted using ProcureWare OR may be mailed in a sealed envelope to the District's Administrative Office at P.O. Box 190, Newport, WA 99156 or hand delivered to the District’s Administrative Office located 130 N. Washington, Newport, WA 99156. The sealed envelope must read “RFP No. 19-032”.
  • Hard copy submittals must include one original and two (2) copies to the attention of Suzie Thompson, Human Resources Manager.
  • Questions related to this submittal should be sent by email to Suzie Thompson (sthompson@popud.org). Responses to these questions will be made available to all via ProcureWare.
  • Questions must be received by 5:00 p.m. Pacific Standard Time on 10/18/19.
  • The District reserves the right to cancel this RFP at any time, or issue amendments or corrections. The District reserves the right to award this contract, or to not award this contract.

 

Evaluation of the RFP

The District will evaluate each submitted submittal for completeness to the RFP. Submittals that do not meet the minimum requirements will not be considered. The District reserves the right to reject all submittals, and modify or withdraw the RFP. The District will award the contract to the qualified bidder whose proposal is most advantageous to the District based upon the factors identified below. The District will engage the respondent with the highest scoring response to discuss a service agreement. Should the District fail to secure an agreement with the selected entity, the District may elect to pursue an agreement with the next highest scoring entity.

 

The proposals will be evaluated based on the following:

  • Completeness of proposal
  • Qualifications of the vendor
  • User friendliness of the tool
  • Support
  • Price
  • Ability to integrate with other District tools

 

Proposals must be submitted no later than 2:00 p.m. on October 23, 2019
